To assist students and families with travel to and from school, the Department of Education, through the Student Transport and Allowance Branch are responsible for managing the provision of transport and travel assistance programs e.g., the School Bus Program, the Conveyance Allowance Program and for this activity, the Students with Disabilities Transport Program.

This procurement activity seeks to procure six separate special school transport service contracts for a 12-month period. The contracts will run on school days only (morning and afternoon services) for Terms 1, 2, 3 and 4, of the Victorian 2026 school year. The contracted services will not run on gazetted public holidays, pupil free days, or weekends.

Locations and requirements:

Marra Specialist School (Kalkallo) opening in Term 1, 2026, will be established as a specialist school catering for students with mild to profound intellectual disability. With new enrolments requiring travel assistance in the 2026 school year, two new transport services (bus or other vehicle type) are required as follows:

•  Contract 1: One transport service - with seating capacity between 12-34 seats including options for two wheelchair travellers (if needed).
•  Contract 2: One transport service - with seating capacity between 12-34 seats including options for two wheelchair travellers (if needed).

Ngurraga Specialist School (Point Cook South) opening in Term 1, 2026, will be established as a specialist school catering for students with mild to profound intellectual disability, opening in 2026 for foundation to year 5 equivalent students. With new enrolments requiring travel assistance in the 2026 school year, two new transport services (bus or other vehicle type) are required as follows:

• Contract 3: One transport service - with seating capacity between 12-34 seats including options for two wheelchair travellers (if needed).
• Contract 4: One transport service - with seating capacity between 12-34 seats including options for two wheelchair travellers (if needed).

Glenroy Specialist School is an established specialist school catering for students with physical or multiple disabilities. To support growth demand and to reduce travel time for existing students in the 2026 school year, one new transport service is required as follows:

•  Contract 5: One x-large class bus vehicle (capacity for nine wheelchair spaces).

Glennallen School is an established specialist school catering for students with physical or multiple disabilities. To reduce travel time for existing students in the 2026 school year, one new transport service is required as follows:

• Contract 6: One x-large class bus vehicle (capacity for nine wheelchair spaces).
