EOI Construction, Operation and Maintenance of an Organic Waste Processing Facility

⁠⁠⁠East Gippsland Shire Council intends to seek proposals to construct, commission, operate and maintain an organic waste processing facility to be situated on Council-owned land ("Facility") adjoining its Bairnsdale Regional Landfill, located at 200 Johnstons Road, Forge Creek ("Site").

Council is seeking responses through this public Expression of Interest (EOI) to gain a more detailed understanding of the supplier market, preferred delivery models and range of solutions that may be available. This EOI process is the first stage in a procurement process to secure an appropriate solution.

Request for Information

As part of the application process, Council requires suppliers to complete the Confidentiality Agreement in this public EOI, signed by each individual in your organisation who intends to access the documents.

Once the agreement has been completed, please submit this to the electronic tender box for review.

If accepted, Council will invite your organisation to a private notice where the full documents can be accessed by approved respondents. These documents are strictly confidential and may only be viewed by approved respondents.

Please note, the invitation to the private notice will be sent to the email account associated with the completed Confidentiality Agreement.

Individual users will need to be registered as an active User on your Supplier profile to receive the link to the private notice.

Suppliers will need to register with the East Gippsland Shire Council portal to be invited to the private notice. If you have a subscription, you will still need to register.

Respondents will need to submit their expression of interest to the private notice.

Online Briefing

An online briefing will be held on Wednesday 6 August 2025 at 9am.

Respondents will need to register their interest at the public EOI by 12 midday Monday 4 August 2025 via email to procurement@egipps.vic.gov.au.
