The PC-HRM Program commenced in 2023-24 as a complex undertaking to continue to improve payroll capability and human resource management by making the most of existing ICT investments and addressing the most important elements of human resource capability.

Delivery of these capabilities will enable optimisation of payroll processes, offer enhancements to self service functions available in HR21 and reduce both manual effort and processing errors relating to the management of time and attendance. The Program is being managed by the Major Programs Branch within Digital, Data and Technology Solutions (DDTS) of the Chief Minister, Treasury and Economic Development Directorate of the ACT Government (the Buyer).

The Program is structured to deliver the output through multiple projects. The Program is being managed by the Buyer and are seeking the services of an experienced Seller to conduct a Feasibility Study of the Whole of Government (WhoG) Learning Management System (LMS) based on the requirements described in this Statement of Requirements (SoR).
