Tender Description

This Tender is invited by the Issuer.

⁠⁠⁠The National Emergency Management Agency (NEMA) Public Safety Mobile Broadband (PSMB) Taskforce is preparing an Approach to Market (ATM) to establish a National PSMB Capability. The capability will:

  1. Deliver a dedicated, secure mobile broadband network for public safety agencies (PSAs)
  2. Enable interoperable voice, video, and data communications nationwide
  3. Provide real-time data, analytics, and situational awareness
  4. Improve emergency response coordination and outcomes
  5. Address limitations of Land Mobile Radio (LMR), particularly limited data services

Conditions of Participation

Sellers engaged through this RFQ will be excluded from participating in, submitting a response to, or being considered under the main approach to market process for the PSMB Capability, including as subcontractors

Submission constitutes acceptance of this restriction

Requirement

NEMA requires Technical Assurance Services to support ATM planning and delivery, including expertise in:

  1. Telecommunications technologies, standards, and regulation
  2. Commonwealth procurement and contracting
  3. The Seller will assist in reviewing and finalising ATM documentation and supporting the broader procurement lifecycle.

Scope of Work

ATM Planning and Readiness

  1. Review draft SoR, SoW, and supporting artefacts
  2. Assess ATM readiness and develop a plan to finalise documentation
  3. Address gaps, structure, and telecom-specific technical, programmatic, and commercial elements

Review and Gap Analysis

Assess completeness and accuracy of:

  1. PSMB scope and ATM strategy
  2. High-level user requirements
  3. Delivery/operating models
  4. Technical architecture (mobile, satellite, core, deployable)
  5. Implementation/integration approaches
  6. Work packages and schedule

Technical Assurance Report

Produce a report outlining:

  1. Methodology, findings, and recommendations
  2. Gaps, unclear requirements, and areas needing technical clarity

ATM Preparation Workplan

Develop a workplan to:

  1. Address identified gaps, risks, and issues
  2. Refine requirements, scope, delivery and operating models
  3. Align requirements to work packages
  4. Finalise ATM documentation

Ongoing Technical Assurance

Provide expert advice on:

  1. Telecom systems, standards, and integration
  2. Mobile/satellite networks, performance, security
  3. Public safety capabilities (e.g. 3GPP MCX)
  4. Program delivery and commercial considerations

Procurement Support

Contribute to ATM materials, including:

  1. Technical/programmatic requirements
  2. Work package design and alignment
  3. SoR, SoW, and technical guidance
  4. Evaluation frameworks (technical and commercial)

Strategic and Stakeholder Support

Contribute to the following:

  1. Support engagement with State, Territory, Commonwealth, and industry stakeholders
  2. Provide strategic advice on Mobile Network Operator (MNO) engagement
  3. Participate in/lead working groups

Optional Activities

Provide support for

  1. Support ATM evaluation
  2. Provide technical input to contract negotiations

Seller Capability Requirements

The Seller must demonstrate:

  1. Expertise in telecommunications regulation and standards
  2. Experience in public safety communications programs
  3. Understanding of Australian MNO operations
  4. Knowledge of multi-vendor, multi-network integration
  5. Ability to operate in a fast-paced, evolving program environment
