This Tender is invited by the Issuer.
Expert services are sought to support the establishment, growth, and maturation of Data Division, and Data Division contribution to T2 and reform activities.
The services required are:
- Establishment of data project management and delivery frameworks, based on industry best practices, for successful project delivery and implementation of data strategy. This framework may include but is not limited to program governance, business processes, business artefacts, user journey mapping etc.
- Assess existing transformation and reform programs and recommend/advise subsequent programs of work to deliver the division’s strategic data outcomes.
- Identify and advise on immediate skill gap and capacity constraints as the data division grows as Enterprise Data Office and as a data delivery excellence.
- Chart out engagement model with partners and other government agencies for securely sharing and exchanging data/insights to promote collaboration.
- Working with data teams, reform and stakeholders, including ITS, to define outcomes and related success measure/metrics aligned to the frameworks and operating model. Providing educational material to support achieving the success criteria.
- Provide advice and training to ensure effective knowledge transfer to relevant AUSTRAC staff and key SES.
The seller will partner with the Data Division to ensure delivery teams are set up for success, that the project planning and delivery roadmap are clearly defined, design documentation is complete and endorsed and that the responsibilities and path for governance is clearly established.
AUSTRAC anticipates the deliverables required may include review and/or development, but not be limited to:
- Future state data division management framework and artefacts, such as operating model, detailed overview of data division teams including the required skills and capabilities;
- Statement of requirements and operational workflows to support delivery of data projects and data enabled and supported;
- Review and optimise critical path implementation plans for current FY25 projects with required multiple team expertise and input across the division;
- Establish a divisional project register as part of the governance process for effective decision making, identifying dependencies for current complex projects and plans to manage these;
- Establish high level plans and scope for major FY26 data initiatives to inform project initiation;
- Project communications and change management plan.
The successful tenderer should have:
- Demonstrated experience in supporting Commonwealth agencies in Whole of Government assurance processes, including digital transformation agency processes;
- Proven experience in designing enterprise wide data strategy for an Australian Government agency;
- Demonstrated expertise in different data governance framework eg, DAMA, DCAM etc;
- Skills in defining data operating models;
- Strong background in modern data architecture concepts including data mesh (domain driven architecture), lake house on cloud platforms;
- Knowledge of data delivery frameworks and project management: -Agile, DevOps, DevSecOps etc; and
- Understanding of data as a product, and target operating model for Data Product lifecycle.
