Key problem/s
Sport Integrity Australia (SIA) requires insight into market capability to deliver digital forensic extraction services in field environments. These environments may be remote and temporary requiring rapid deployment and will have minimal reliance on fixed infrastructure.
The key problem is understanding how vendors can securely and effectively extract data from mobile devices, computers, and storage media while maintaining evidentiary integrity and complying with Australian Government security requirements.
Specifically, SIA seeks to:
- Identify suppliers capable of performing forensic-grade data extraction in the field
- Understand tools, methodologies, and deployment models used in disconnected environments
- Understand capability for two potential options
1. Full-service provision (software and capability); and/or
2. Capability provision (Agency provides licensed software)
- Ensure all extraction activities are conducted using air-gapped systems with no exposure to external networks
- Assess supplier alignment with the Protective Security Policy Framework (PSPF)
- Obtain indicative pricing, including software licensing costs, extraction services and associated travel and accommodation costs.
The outcome of this RFI will inform future procurement approaches and help define technical, operational, and security requirements.
The users and their needs
Users are operational personnel requiring timely, secure access to digital information extracted from devices in the field.
User needs include:
- Ability to extract data from devices quickly in operational environments
- Assurance that extracted data maintains forensic integrity and evidentiary value
- Confidence that all processes meet strict government security requirements
- Minimal operational footprint, enabling deployment rapidly in remote or low-connectivity locations
- Reliable reporting outputs to support downstream analysis and legal processes
Users also require vendors to:
- Deploy personnel who hold an Australian Government Baseline Security Clearance
- Operate independently without reliance on internet connectivity
- Maintain strict control over sensitive data at all times
Work already done
Initial internal scoping has identified a need for field-based digital forensic extraction capability. Preliminary market awareness indicates a range of commercial tools and providers exist; however, detailed understanding of field deployment capability, security alignment (particularly PSPF and air-gapped operations), and pricing models is required.
Technical/business constraints
- All forensic extraction must be performed using air-gapped systems, with no connection to the internet or external networks
- Solutions must align with PSPF requirements for information, personnel, and physical security
- Services must be deliverable in field environments, including regional and remote locations
- Data must be securely handled, stored, and transferred in accordance with government security practices
- Vendors must preserve chain of custody and evidentiary integrity

The RFI will be open for a minimum of two weeks from publication. Indicative timeline: RFI publication: 23 June 2026 Closing date: 7 July 2026 Please submit responses on the Response Template. There are no defined project milestones at this stage. Information collected through this RFI may inform future procurement activities, including potential RFQ or RFT processes.
