Tender Description

This Tender is invited by the Issuer.

The Department of Social Services seeks a supplier to help us improve how we communicate to our audiences, display information and best use our varied digital channels. This includes improving our digital service offer for people with disability and the broader public.

Skilled staff will be provided by the supplier on a time and materials basis. The rates will need to be supplied for the various staff and include an hourly and day rate.

The supplied staff will work in partnership with our internal subject matter experts and supplement our in-house skills. Ideally, they will perform their duties as part of the DSS team. Hybrid and remote working is possible.

During the life of the contract, as activities or requirements are identified, work packages will be created. A work package will provide details of the scope, requirements, timeline and budget to the supplier for the activity. The supplier will then be required to provide a time and materials quote based on the hourly and day rates agreed in the contract. The basic services required will relate to user research and design, content design and writing and development services.

It is possible that a supplier will be required to work on multiple work packages, sometimes concurrently, over the duration of the contract as they are identified.

The quantity and combination of supplied staff needs to be flexible and will be negotiated 2 weeks in advance. Staffing requirements and scheduling will be managed by the service provider through an experienced account/project manager.

Our preference is to contract a single supplier to complete all of the elements of the required activities. However, if the evaluation of responses shows that there is better value to have separate contracts, we will explore this option too. There is an expectation that the outcomes of the deliverables may require future work and implementation.

The supplier is required to actively facilitate the transfer of knowledge, skills, and expertise related to the services provided under the resultant contract to DSS, to ensure that DSS can develop and maintain sufficient in-house capability to independently manage and perform the relevant functions after the termination or expiry of the contract.
