Homes Victoria invites suitably qualified Respondents to submit an Expression of Interest (EOI) for the redevelopment of 33 Alfred Street, North Melbourne as part of the High-rise Redevelopment Program (the Project).

The Project represents the first stage in redeveloping the North Melbourne Precinct to replace 143 aging dwellings with new homes.

Subject to further planning consideration, the Project is targeting delivery of approximately 800 dwellings with a minimum of around 300 social housing dwellings, within a mixed tenure development of social, affordable and market rental housing.

The purpose of this Invitation for EOI is to:

• provide information to potential Respondents about the Project;
• outline the Tender Process and procurement timetable;
• invite potential Respondents to submit an EOI and inform them as to the information to be included in any EOI;
• set out the Evaluation Criteria against which Homes Victoria will evaluate each EOI and select Shortlisted Respondents;
• elicit views and seek information from the market to assist Homes Victoria’s decision making on certain key issues for the Project and the preparation of the Request for Proposal (RFP); and
• provide information in relation to the redevelopment of the second stage of the North Melbourne precinct.

In addition, to support the objectives of the Housing Statement, at Homes Victoria’s discretion and in accordance with the Terms and Conditions, additional sites in inner Melbourne of similar or lesser scale, may be included in the RFP or later in the Tender Process.
