This Tender is invited by the Issuer.
The Digital Transformation and Delivery Division (DTDD) within the Department of Health and Aged Care are seeking to partner with a Professional Services vendor to continue to implement an Enterprise Identity and Access Management (EIAMS) solution.
The set of Identity and Access Management (IAM) solution(s) include legacy products along with manual processes and procedures that are split across responsible business units supporting approximately 800,000 external users and up to 15,000 internal users. The proposed solution needs to be an enterprise ready, highly available, and disaster recoverable, IAM solution. The solution will include the capability to easily integrate with several enterprise level platforms, including Commercial off the Shelf (COTS) and bespoke systems, and Whole of Government (WofG) Identity Providers (IDP), Credential Service Providers (CSP) and Identity Exchanges (IdX).
The successful vendor will assist the DTDD in designing, developing, and building a modern fit-for-purpose solution, including base system configuration and specific capability for several of the Department’s business areas. The successful vendor will assist the Department with the following:
1. Alignment with Organisational Strategy & Continuous Improvement
• Support ongoing continuous improvement initiatives to enhance IAM capabilities.
• Align services with the organisation’s strategic direction and evolving security needs.
• Provide recommendations and solutions that improve efficiency, security, and experience.
2. Platform Transition & Decommissioning
• Actively support/contribute to the successful transition of IAM platforms and services.
• Contribute to the decommissioning of legacy IAM systems.
• Ensure minimal disruption to business operations during transition phases.
3. Business-As-Usual (BAU) Support
• Provide ongoing operational support for IAM platforms.
• Support disaster recovery (DR) planning and execution to ensure resilience.
• Support release activities, patches, and version upgrades.
• Monitor system health and proactively address issues, incidents and vulnerabilities.
• Support the transition of IAM services into the operational support model, ensuring seamless handover from engineering teams.
• Work within an engineering team to enable clear delineation between support, development, and enhancement activities.
4. Architecture, SME Advisory & Governance
• Provide strategic IAM architecture advice to support system scalability, security, and integration.
• Develop and refine IAM architectural standards, patterns, and frameworks in alignment with organisational objectives.
• Offer expert guidance on IAM solution design, integration approaches, and security best practices.
• Support the design and implementation of identity governance, authentication, and access control models.
• Ensure IAM strategies align with industry and Departmental standards, security compliance, and risk management frameworks.
• Assist in defining roadmaps for IAM technology adoption and lifecycle management.
• Collaborate with architecture and security teams to drive IAM maturity.
5. IAM Initiative Delivery & Collaboration
• Contribute to the successful delivery of IAM initiatives in line with organisational requirements.
• Work under a health-led IAM team to achieve project objectives.
• Ensure IAM implementations align with security, privacy, and compliance mandates.
• Support stakeholder engagement and change management activities to drive adoption”
