Tender Description

Tenderers are required to register on Grampians Health tender platform  to enable them to download tender documentation. Tenderer submissions will be received via this platform.

This project, located at Grampians Health Stawell campus, seeks to procure a head contractor that will undertake works to replace an existing, non-functional chiller system that has experienced multiple breakdowns. The new chiller will restore efficient cooling capabilities, critical for the hospital's operational continuity and service delivery. Additionally, the project will address noise concerns by installing an acoustic fence to minimise disturbances to neighbouring residents.

The objectives of this project are to:

- ensure reliable cooling: the existing system’s unreliability compromises the hospital's ability to maintain required environmental conditions;

- improve energy efficiency: a modern chiller system will enhance operational efficiency and reduce energy costs;

- comply with community standards: noise issues arising from the elevated system will be mitigated through the acoustic wall, ensuring better alignment with community expectations;

- support long-term asset sustainability: replacing outdated systems ensures the hospital can meet its future operational demands.

The existing chiller system comprises three chillers:

- a large Carrier chiller (438 kW capacity) designed to handle peak load during hot periods;

- two smaller units providing redundancy and load management, covering 60% and 30% of the load, respectively.

The large Carrier chiller has been non-operational due to frequent breakdowns, leading to increased reliance on the smaller units. While redundancy was initially built into the system design, the frequent failures of the primary chiller have exposed operational vulnerabilities and underscored the need for immediate replacement. The smaller units have performed adequately under reduced load conditions but are insufficient to meet peak demands. This underperformance has resulted in service interruptions, decreased operational efficiency, and increased maintenance costs.
