Tender Description

⁠⁠⁠The below scope and equipment list is for the 12 monthly Planned Maintenance of all existing Chlorine gas dosing units across CHRC and the servicing of an UV unit at Sapphire WTP as a separable portion. A service report is to be provided for each site outlining works completed and any potential defects observed.

Central Highland Regional Council is seeking a suitably qualified contractor to enter a service agreement to annually service Chlorine Gas dosing systems at East Nogoa WTP, Black Gully WWTP, Opal St WTP, Park Avenue WWTP, Springsure Two Tanks Road, Springsure Dam St, Tieri WTP, Tieri WWTP, Capella WTP and Sapphire WTP.

Service report to be delivered within two weeks of completion of servicing detailing asset condition along with defects/potential defects.

Chlorine Gas Maintenance Scope

Vacuum Regulators

• Purge system of gas

• Remove in service regulators

• Strip and inspect cartridge nipple and heater filter blocks (note defects)

• Clean & inspect cylinder valves (note any defects)

• Install genuine manufacturers Planned Maintenance kit

• Test for air/gas leaks & test change over operation.

Chlorinator/Rate Meters

• Record rotameters Size & Part number.

• Remove & clean rotameter tubes.

• Strip, clean & inspect V10K internals (note any defects)

• Overhaul with manufacturer’s PM kits.

• Reassemble & install back into service.

• Vacuum & operation test.

• Test vacuum switches – confirm Hi and Lo vacuum alarms.

Controllers

• Record Model/ Serial Number.

• Check operational alarms & functions.

• Calibrate and confirm calibration points.

• Re commission and confirm auto operational test.

Injectors

• Clean, inspect & note throat/tail combination & part number (note any defects)

• Strip, clean & inspect injectors (note any defects)

• Overhaul injector with manufacturer’s PM kits.

• Inspect check valve.

• Reassemble & install back into service.

• Pressure & operation test

Emergency Shutdown System

• Inspect system record serial numbers (note any defects)

• Test functions & alarms (note any defects)

• Replace back-up battery.

• Check airlines & shutdown arms service as required.

• Recommission & return to service.

Hydravent Carbon Column

• Remove Hydravent from service.

• Check condition of vent.

• Neutralise exhausted carbon.

• Re-fill carbon and place Hydravent back in service.

Scales

• Inspect system & record serial numbers. (note any defects)

• Check operation of scale heads. (note any defects)

• Check condition of load bases. (note any defects)

• Check functions & alarms. (note any defects)

Leak Detection Systems

• Test functions & alarms (note any defects)

• Replace back-up battery

• Calibrate chlorine sensors & test auto test operation

• Record serial number

Miscellaneous Items

• Plant Inspection.

• Check condition & function of ball valves.

• Check condition of lifting beam.

• Check condition of booster pumps.

• Inspect check valves.

• Replace vacuum line & tube connection fittings.

• Check condition of any filter screens.

• Check condition & function of vacuum gauge. (record readings)

• Check condition & function of all associated pressure gauges. (record readings)

• Check operation & condition of flow switches.

• Check condition & operation of vacuum switches.

• Supply spare lead washers.

• Check condition & operation of safety shower.

• Confirm plant running to spec with operations.

• Update service stickers.

• Complete service report.

Full service report on all serviced equipment required within 2 weeks of the completion of the services. Service report to detail asset condition along with defects/potential defects.
