Regional Major Entertainment Venues - Theatre Improvement Works Upgrades

⁠⁠⁠The Central Highlands region is in Central Queensland, Australia. The region encompasses an area of around 60,000 square kilometres, making it just short of the size of Tasmania.

It is home to around 30 000 people who live in the regional centre of Emerald (approximately 15,000 people) and twelve other unique communities being Arcadia Valley, Bauhinia, Blackwater, Bluff, Capella, Comet, Dingo, Duaringa, Emerald, Rolleston, Gemfields, Springsure and Tieri.

Our region is rich in minerals and agriculture, thriving on irrigation sourced from water storage on the Nogoa and Comet rivers. We claim the largest sapphire-producing fields in the Southern Hemisphere.

Major freight routes through the region include the north-south link between Charters Towers and northern New South Wales—identified as the inland transport alternative between Cairns and Melbourne.

Central Highlands region has a road network of 4550km of council owned rural roads and urban streets. This includes approximately 3150km of unsealed roads.

Background Information:

Central Highland Regional Council is seeking to engage an appropriately experienced Contractor (incorporating a team of all necessary sub-consultants and sub-contractors) to complete the design and carry out the supply and installation of theatre performance systems, including improvement works to ancillary theatre performance spaces, at 4 x town halls in the Central Highlands.

Scope of Works:

• Separable Portion No. 1 – Design Finalisation Prepare design documents as outlined in subclause 4.4 including value engineering review, issue of preliminary design documents (85%) and issue of final design documents (IFC), shop drawings for structural items and Separable Portion 2 items, certification (Form 15) for all design components including structural items, and finalise Safety in Design.

• Separable Portion No. 2 – Early Works Supply of mains switchboards, distribution boards, lighting and audio systems items with long lead times.

• Separable Portion No. 3 – Capella Cultural Centre

The work is located at 89 Peak Down Street, Capella QLD 4723.

In addition to the supply and installation of theatre performance systems, the WUC includes shop drawings for any fabricated items, localised demolition, acoustic upgrades, change room refurbishment, new loading dock doors, lighting, electrical and communication services upgrades, and all finishes and fixtures.

The WUC excludes repairs to existing drape tracks / rigging.

• Separable Portion No. 4 – Emerald Town Hall

The work is located at 33 Egerton Street, Emerald QLD 4720.

In addition to the supply and installation of theatre performance systems, the WUC includes shop drawings for any fabricated items, localised demolition, acoustic upgrades, green room refurbishment, construction of a new staircase, construction of a new storeroom, lighting, electrical and communication services upgrades, and all finishes and fixtures.

The WUC excludes repairs to existing drape tracks / rigging.

• Separable Portion No. 5 – Blackwater Civic Centre

The work is located at 20 Blain Street, Blackwater QLD 4717. In addition to the supply and installation of theatre performance systems, the WUC includes shop drawings for any fabricated items, localised demolition, acoustic upgrades, change room refurbishment, lighting, electrical and communication services upgrades, and all finishes and fixtures.

The WUC excludes repairs to existing drape tracks / rigging.

• Separable Portion No. 6 – Bauhinia Memorial Hall (Springsure)

The work is located at 31 Eclipse Street, Springsure QLD 4722.

In addition to the supply and installation of theatre performance systems, the WUC includes shop drawings for any fabricated items, localised demolition, acoustic upgrades, change room refurbishment, replacement doors, lighting, electrical and communication services upgrades, and all finishes and fixtures.

Implementation Timetable

The work under the Contract has been divided into the following Separable Portions:

• Separable Portion No. 1 – Design Finalisation

• Separable Portion No. 2 – Early Works

• Separable Portion No. 3 – Capella Cultural Centre

• Separable Portion No. 4 – Emerald Town Hall.

• Separable Portion No. 5 – Blackwater Civic Centre

• Separable Portion No. 6 – Bauhinia Memorial Hall (Springsure)

As outlined in Clause 3.32 of Annexure Part F of the Contract – Principal’s Project Requirements, the Separable Portions listed above may be awarded to one or more Contractors. The anticipated date for commencement of works is 10 business days after date of acceptance of tender, subject to fulfillment of Item 26A of Annexure Part A of the Contract.
