The scope of the project encompasses a thorough examination of the proposed 2025-26 to 2028-29 Joint Programs multiyear budget, including the:
• development process of 2025-26 to 2028-29 Joint Programs multiyear budget by MDBA - ensuring the development process delivers a transparent multiyear budget that can support decision making by increasing confidence in investments and contributions.
• prudency of the budget - ensuring the multi-year budget and associated framework of policies and controls mitigate the risks previously identified in the Stantec review.
• likelihood of achieving delivery efficiencies, from how expenditure can be managed, as a result of moving from an annually approved budget process to a multiyear budget approval process.
