Overview
Light Regional Council is seeking the services of a suitably qualified and experienced consultant to undertake an Asset Rationalisation Study to review the utilisation of Council's asset portfolio and optimise it for current and future needs.
About
Council manages a diverse portfolio of land and building assets across multiple townships. These assets include community facilities, civic buildings, commercial properties, unmade road reserves and various parcels of land, including community land and open space. Some of Council's buildings are heritage listed, and fourteen have been assessed in terms of disability access and inclusivity considerations.
Purpose
Council is experiencing:
- Ongoing demand from community groups seeking access to facilities
- Evidence of underutilised or inefficiently utilised assets
- Increasing operational and maintenance costs across the portfolio
- Challenges associated with co-location of users and competing stakeholder needs
- Strategic pressures associated with population growth and evolving service delivery models
Scope
The scope includes:
- Undertaking an Asset Rationalisation Study to review the utilisation of Council's asset portfolio and optimise it for now and into the future
- Delivering a fit-for-purpose, strategic assessment that supports future decision-making regarding the retention, disposal, repurposing and optimisation of the asset portfolio
