The request seeks to engage an experienced reviewer to assess the APS Employment Database (APSED) Project to date and produce a report with findings and recommendations that include lessons learned and options for the next stage. This report will include examination of the following areas:

• Governance
• Project planning and status reporting
• Delivery approach
• Stakeholders, communication, and engagement
• Risk and issues management

This also aims to identify gaps in governance, architecture, design, discovery, development and engagement by all parties involved in the project to date.
