This Tender is invited by the Issuer.
The purpose of this RFQ is to outline requirements for a seller to build an Integrity Detection Framework (Framework) and an Integrity Detection Program (Program) in line with the Department’s obligations under the Public Governance, Performance and Accountability (PGPA) Rule 2014.
The Framework will outline the governance arrangements, processes and procedures which support the Program. The Framework will be underpinned by the Financial Integrity Branch (the Branch) Integrity Strategy 2023 – 2027 (the Strategy) and the Departmental Fraud Control Plan.
The Program will consist of a suite of rules-based Childcare Integrity Risk Indicators and a pilot analytical model based on datasets of known non-compliant and fraudulent providers. The Program is critical to identify non-compliance and fraud in the Early Childhood Education and Care (ECEC) sector and will support the Branch to drive a whole of system and data-driven approach to identifying Childcare Subsidy (CCS) financial integrity risks.
