Solar Panel and Inverter Supply

⁠⁠⁠The Aboriginal Housing Office (AHO) is seeking tenders from suitably qualified suppliers of solar panels and inverters for domestic installations on AHO properties. The initial program of works (FY24 Program) will require up to 1,038 5kW solar panel systems including panels and inverters for the installation of solar systems (installed by AHO contractors) by 30 September 2024.

It is expected that supply will commence from the end February 2024 and progressively ramp up to meet the program objectives. A further similar sized program is expected for FY25, with an optional one-year extension of this Contract to provide solar systems including inverters from September 2024 onwards to meet future program requirements.

The following mandatory criteria are the minimum technical requirements to be accepted. Tenderers who are not able to demonstrate compliance with the mandatory criteria will be excluded from the evaluation, including:

For solar panels:

• solar panel power class 430W to 450W;

• Clean Energy Council approved listing Quarter 2, 2023;

• Bloomberg tier 1 listing Quarter 2, 2023;

• Clean Energy Finance Corporation (CEFC) Panel Validation Program;

• module efficiency minimum 22%;

• minimum 25-year product warranty;

• minimum 25-year linear power output warranty;

• third party warranty insurance;

• Split cell technology;

• maximum panel dimensions – 1750mm x 1150mm; and

• intention to be on Clean Energy Council approved listing until end of 2025.

For inverters:

• minimum nominal AC output rating of 5kW;

• single phase inverter;

• AC voltage and frequency settings as per Service and Installation Rules NSW;

• anti-islanding settings as per AS4777 Service and Installation Rules NSW;

• minimum of two (2) MPPT inputs;

• maximum THD ≤ 3%;

• maximum efficiency ≥ 97%;

• LED display for normal and fault conditions;

• no LCD display;

• minimum ten (10) year full manufacturer warranty – parts replacement;

• listed in the Clean Energy Council inverter approved listing;

• certified to AS4777 standards and confirmation with Certificate of Suitability;

• ground fault alarm as per AS5033; and

• minimum outdoor rating of IP65.
