TSSP is seeking the services of a suitable and competent monitoring and evaluation firm or expert.
The Program:
Australia’s flagship Transport Sector Support Program (TSSP) embodies the Australian Government’s long-term commitment to the PNG transport sector to deliver “a safer, more reliable transport system enabling economic and social development for Papua New Guinea”. TSSP is managed by GHD Australia Pty Ltd.
The Consultancy:
TSSP is seeking the services of a suitable and competent monitoring and evaluation firm or expert (‘the consultant’) to carry out an independent review including an evaluation and baseline study of the capacity of the local road contracting industry in PNG, and the effectiveness / impact TSSP has made.
Monitoring, evaluation, research, and learning is an important component of TSSP. It allows us to measure our effectiveness in achieving our objectives, understand the impact of our work, utilise data to drive decision-making, ensure resources are used efficiently, and identify opportunities for growth and improvement. TSSP envisage the consultant will review existing statistics and studies, collect new data, undertake field interviews and surveys, prior to developing a report incorporating recommendations for future capacity building of industry participants.
The consultant must have appropriate qualifications and greater than five years of experience in leading independent reviews. Familiarity with PNG and/or the region is preferable. TSSP will evaluate applications based on both technical and financial proposals.
