Tender Description

⁠⁠⁠OBJECTIVE

The objective of the study is:

• identify key baseline points for the Partnership for use in subsequent years as comparative measures of progress and achievement, or otherwise; and

• baseline points must be robust, reliable and can be readily collected on a regular basis by Pillar staff over time.

The expected timeline for the conduct of the study is a total of 60 days spread between August and November 2023 with the final report due on or before 30 November 2023.Innovative ways of data collection, analysis and presenting findings of the data by tenderers are encouraged.

ACTIVITIES

The successful bidder will be required to:

• Consult APEP Investment Design Document to understand the background and extent of APEP – desk based.

• Review relevant reports from previous similar programs to APEP and other on-line documents and establish points of progress and achievement relevant to the anticipated work of Pillars 1-5 and GEDSI – desk based.

• Review the Performance Assessment Framework, Pillar theories of change including activities and expected outputs and the indicators in the relevant Pillar monitoring and evaluation frameworks to determine appropriate areas for baseline development – desk based.

• Consult with APEP staff, GoPNG agencies and other stakeholders as appropriate, and establish key baselines for each of the Pillars 1-5 and GEDSI that are realistic and readily collectable – in-country.

• Ensure women and children and persons living with disability are fairly represented in the development of baselines.

• Develop a final report including approach and methodology, analysis of data collected, and provide suggestions and recommendations to strengthen baseline development for the Partnership – desk based.

DELIVERABLES

The following deliverables are required.

• Attendance at an inception meeting with APEP and Australian High Commission (AHC) staff.

• Submission of finalised activity workplan including an agreed timeline for in-country visits, other opportunities for interactions, milestones and completion date following the inception meeting.

• Provide agreed, regular verbal progress updates on activities followed including survey preparation, fieldwork and post-fieldwork tasks, progress against schedule and all issues/risks identified. The specific content and format of the progress reporting will be negotiated with the successful tenderer.

• Respond to advice and comments by APEP and AHC arising from milestone reports.

• Draft final written report including overall methodology, stakeholders consulted indicating baseline data for Pillars 1-5 and GEDSI.

• Validate draft final written report and findings through a stakeholder workshop or discussion with DFAT and APEP.

• Submission of finalised written report incorporating relevant stakeholder comments in relation to the draft final report.

CONSULTANCY MANAGEMENT

The successful tenderer will be required to:

• mobilise quickly for effective implementation of the service;

• conform with and support protocol arrangements negotiated with and through APEP in relation to contact with partner agencies, provincial authorities and advisers;

• keep APEP informed on all aspects of implementation including alerting APEP to any risks or difficulties/challenges that may delay the achievement of agreed payment milestones;

• provide APEP with relevant risk management procedures/plans including but not limited to security, child protection, fraud control and a COVID-19 safe plan for the conduct of the study; and

• consult with and take direction from APEP and AHC.
