The Hills Shire Council is currently seeking appropriately qualified and experienced respondents for the provision of services outlined in the specifications.
The Hills Shire Council operates a network of Council owned and operated Early Learning Centres that collectively operate as a non for profit model, delivering community value while supporting workforce participation and early childhood outcomes. Ellerman Early Learning Centre has experienced sustained challenging financial performance, driven by demographic constraints, site accessibility, market competition, and service model misalignment with local demand.
The site occupies Council/community land shared with a Council library, limiting potential divestment options and necessitating exploration of alternative service or utilisation models. Council seeks independent, evidence-based advice to determine the most viable long-term use of the Ellerman Centre site that balances financial sustainability, regulatory compliance, workforce impacts, and community needs.
Scope of Work:
The primary objectives of this feasibility are to:
• Establish a clear and shared evidence base regarding Ellerman’s current operational, financial, and demand profile.
• Assess the feasibility of a range of future service delivery and site utilisation options.
• Identify and recommend a preferred option that is operationally practical, financially sustainable, compliant with regulatory requirements, and aligned with Council’s strategic and community objectives.
• Provide Council with clear, decision-ready advice supported by transparent analysis of risks, trade-offs, and implementation considerations including financial modelling, staff impacts and analysis of the longer term competitive market.
