SWTAFE - Sherwood Park CET Hub - Principal Design Consultant
In November 2022, the Victorian Government committed to funding the development of a Clean Energy & Technologies (CET) Hub at SWTAFE’s Sherwood Park Campus. Development of the CET Hub will assist in creating a large and unique educational precinct with a clear focus on clean and sustainable energy and building technologies.
As part of this project, architectural design and cost planning will be based on on the entire long-term Masterplanning concept designs already finalised for the campus, with only select elements proceeding to schematic design and beyond. This final design would see the establishment of the Building Innovation and Design Centre, and would also include relocating the Automotive, Plumbing and Electrical departments to the site. This move would consolidate the delivery of the Institute’s Building, Construction and Smart Trades programs, and allow for better integration and co-delivery between them.
Scope
The successful consultant shall be appointed as the Principal Design Consultant and will be responsible for the coordination and provision of all design elements of all design disciplines, inclusive of engineering and building surveyor services where required to reach completion of Issued For Construction documentation. Designs will be conducted based on the entire long-term Masterplanning concept designs already finalised for the campus, with only select elements proceeding to schematic design and beyond.
The Sherwood Park CET Hub Project will be based on the following assumptions, to be finalised prior to RFT:
Estimated project budget of $5-20m, to be confirmed prior to RFT stage.
Full completion by mid-2026. Note that the project will require completion and handover in stages, which will be defined and driven by the final Tech School construction programme.
Located on the SWTAFE Sherwood Park Campus (10 minutes from Warrnambool Campus).
Project will be primarily new construction rather than refurbishment.
Project will involve varying extents of progression for each stage (guided by both the campus masterplan concept draft and final budget allocation). As a result, some stages will be progressed to construction while others will only proceed to concept/preliminary design.
Tender Process
This is the second stage of a three-stage procurement process for this project (refer below):

Following the closure of the EOI, the Tender Assessment Panel will evaluate all submissions received for this project against a list of weighted evaluation criteria provided below. This evaluation will provide shortlisting outcomes, with a select number of highest scoring applicants being invited to respond to the Selective Tender process for the project, currently expected to be released to those shortlisted late August 2023. All three stage (ATN, EOI and RFT) will be conducted through the Buying for Victoria Portal.
Minimum Requirements for Participation in this EOI
- Prequalification on the Construction Supplier Register (CSR) under ‘Architectural’
- $10m+ Professional Indemnity Insurance
Weighted Evaluation Criteria
- 40% - Relevant experience and capability
- 20% - Proposed project methodology and stages
- 15% - Key personnel experience, staffing, subconsultants, technical resourcing
- 10% - Proposed stakeholder/user-group engagement methodology
- 10% - Policies and procedures including but not limited to OHS policies/guidelines, ISO accreditations etc.
- 5% - Current projects, workload and availability
Non-Weighted Evaluation Criteria (essential)
- Evidence of pre-qualification status on the CSR
- $10m+ Professional Indemnity Insurance

Suppliers submitting a response to this EOI should provide a Capability Statement document, with the below provided as a guide on what types of information would ideally be included:
- Company structure
- Project team and relevant experience
- Company and personnel qualifications
- Proposed subconsultants (such as services engineers, building surveyors)
- Experience working within the education sector, particularly on Trade Centre/Facility projects
- Experience working with government organisations/institutions
