Gunnedah Shire Council (Council) is requesting quotations from appropriately qualified and experienced consultancy firms (Consultant) to work in partnership with Council, key stakeholders and the broader community, to undertake the development of four separate Master Plans for the Gunnedah Showground; Wolseley Park; Kitchener Park; and Donnelly Fields/Namoi Fields/Riverine Precinct

Background

Council has identified in its strategic planning that there is a need to develop master plans for key sporting and recreation precincts in the Gunnedah township.

Council requires the master plans to provide long-term vision, a strong and consistent direction, and framework for ongoing improvement, for each site. The capacity for each site to adequately cater for a broad range of quality sporting, social and recreation opportunities, now and into the future, is a critical component of this project.

Each Master Plan would need to align with each other where required, as well as Council’s adopted Community Strategic Plan; Open Space Strategy; and appropriate Plans of Management.

The following points are key requirements of the project:

- Background and site analysis of existing uses

- Overall vision and guiding principles for each site

- Constraints and opportunities

- A large focus on targeted consultation with user groups; Council staff and Councillors; and regional and state sporting associations; Government agencies; as well as consultation with the broader community, to identify needs and expectations of each site

- Precinct design/mapping

- Realistic and achievable recommendations for improvement and development of each site, with rationalization, and staged implementation

- Planning and legislative considerations

- Future sporting and recreation needs to be considered

- Native Title to be considered

- Consideration for accessibility, amenity, safety and environmental sustainability
