Climateworks Centre is seeking applications for a Lead Evaluator of its flagship Australian Industry Energy Transitions Initiative (ETI) program. Essential criteria for the Lead Evaluator include demonstrated experience in leading evaluations of large, complex, multi-year programs, preferably with a focus on climate change. It is desirable if prior experience includes evaluations of programs focused on the role of industry in mitigating climate change in Australia as well as experience with cross-sector partnerships.
The Lead Evaluator will enable Climateworks Centre to undertake a final evaluation of the ETI with program team members and partners. The purpose of the evaluation is to provide an independent assessment of achievements and lessons from the experience. The attached Terms of Reference set out the objectives, methodology and timeline for this assignment. It is expected that the evaluation methodology will be refined and agreed with the Lead Evaluator. The Lead Evaluator will design an appropriate approach for undertaking the evaluation, including a review of existing documentation and MEL survey data from program partners. In consultation with Climateworks Centre, the Lead Evaluator will develop a detailed evaluation design that further refines evaluation questions, data collection methods and detailed work plan. The current articulation of key evaluation questions is:
Impact
- What key changes has ETI contributed to? How and why did these happen; what was Climateworks Centre’s role in contributing to them? And how does this relate to Climateworks’ organisational Theory of Change?
- To what extent has ETI realised its intended outcomes? To what extent did the Theory of Change for ETI hold true? What were the key capabilities, tactics and ways of working that enabled success?
Partnership
- What was the relevance and added value of the partnership for a) program and industry partners, and b) achieving intended outcomes - specifically, how the perception and discourse of climate change within partner organisations shifted over the duration of the program?
- How collaborative and effective were program and industry partnerships; what were the incentives and barriers to this? To what extent did approaches to partnership governance help or hinder relationships across and between delivery and industry partners?
Lessons
- What were the greatest strengths of the program and how could these be leveraged?
- Where were the challenges and what lessons should be learned?
- What are the opportunities to further strengthen future programs and the capabilities of Climateworks to support them?

- An understanding of the purpose of the evaluation
- A broad outline of potential approaches to explore key evaluation questions
- Overall budget (including daily rate for consultancy fees)
- CV for the lead evaluator and statement of key competencies and experience
- Declares the lead evaluator’s availability for the assignment period
- Includes a declaration of no conflict of interests.
