Tender Description
The Department is seeking to engage one or more suitable service provider/s to provide rapid emergency in-reach specimen collection and COVID-19 PCR laboratory testing, on an as required basis, for residents of RACHs either on a national scale in Australia, or in designated Australian States and/or Territories. The service is intended as a reserve emergency service, to be activated by the Australian Government if required in response to a significant new COVID-19 outbreaks and/or waves of infection in Facilities.
The Services will only be required if:
· the Department advises a successful Tenderer that the Service has been activated by the Government; and
· an Official Order has been issued to the successful Tenderer.
Accordingly, payment for the Services under any resultant Deed would only be made following activation of the Services, which may not eventuate.
To be successful, Tenderers will need demonstrate:
· capacity to undertake Specimen Collection from Facilities across Australia or within specified States and / or Territories, as requested by the Department, and to then undertake Pathology Testing of the collected Specimens;
· capacity to manage high test volumes including both in relation to Specimen Collection and Pathology Testing; and
· capacity to undertake multiple pathogen testing for other respiratory illnesses, for example, testing for COVID-19 in addition to influenza and/or respiratory syncytial virus, if requested by the Department.
The Department requires that the successful Tenderer(s) pathology laboratories be:
a) accredited by National Association of Testing Authorities/Royal College of Pathologists of Australasia for severe acute respiratory syndrome coronavirus 2 (SARS-COV-2) and other similar respiratory illnesses e.g. influenza as part of the laboratory’s scope of testing;
b) enrolled and actively participating in a SARS-COV-2 Quality Assurance Program that is relevant for testing methods; and
enrolled and actively participating in Quality Assurance Programs for other respiratory illnesses e.g. influenza that is relevant for testing methods.
Other Instructions:
1. The Tenderer must offer to provide all of the Services described in the Request for Tender.
2. The Tenderer must be eligible to provide Medicare eligible pathology services in accordance with the Health Insurance Act 1973 (Cth).
3. The Tender must be in English and measurements must be expressed in Australian legal units of measurement.
4. The Tender must include a completed, signed and scanned Tenderer Declaration substantially in the form at Schedule 2, including any disclosed conflict of interest declarations.
5. Tenderers must substantially complete and submit the Pricing Schedule in Schedule 5 in accordance with the instructions provided in Schedule 5.
6. The Tenderer must include an Indigenous Participation Plan in its Tender.
7. The Tender must include either:
a. a Valid and Satisfactory Statement of Tax Record for the Tenderer; or
a receipt demonstrating that a Statement of Tax Record has been requested from the Australian Taxation Office for the Tenderer, in which case the Tenderer must then provide a Valid and Satisfactory Statement of Tax Record within 4 business days after the Closing Time.
Conditions for Participation:
1. The Tenderer must not have had any judicial decisions against it (excluding decisions under appeal) relating to employee entitlements in respect of which it has not satisfied any resulting order.
2. The Tenderer, its personnel and any Subcontractors proposed in the Tender, must not, at the Closing Time, be listed as terrorists under section 15 of the Charter of the United Nations Act 1945 (Cth).
3. The Tenderer, its personnel and any Subcontractors proposed in the Tender, must not be named in the consolidated list referred to in Regulation 40 the Charter of United Nations (Dealing with Assets) Regulations 2008 (Cth).
4. The Tenderer must either:
a. hold a Valid and Satisfactory Statement of Tax Record by the Closing Time; or
b. have a receipt demonstrating that a Statement of Tax Record has been requested from the Australian Taxation Office by the closing time, and m
