RFQ - Nyah Community Centre Female Friendly Change Facilities (Concept Design)

Quotes are invited from suitably experienced and qualified design contractors to develop concept designs for the refurbishment of the ground floor at the Nyah Community Centre. These works should be of sufficient detail to enable Swan Hill Rural City Council to source appropriate State or Federal funding to facilitate delivery of this project. There should be a particular emphasis on female involvement in netball, cricket, football and umpiring activity.

Responses will be evaluated using the following criteria:

Council will evaluate the submissions by applying the Best Value Principles. In applying the Best Value Principles, consideration will be given to a demonstrated understanding of the issues involved and methodological factors as per the criteria Submitting Details’ section.

Price

The quotation will be evaluated based on best value. Best value is determined by the overall score received from the evaluation criteria below in comparison to the price.

Compliance with Specifications (30%)

• Assessment of the approach presented to provide required services including:

a. an outline of proposed methodology

b. timeframes

c. fee structure

Track Record (30%)

• Prior experience in providing similar services, particularly in similar circumstances

Availability of Skills/Resources (30%)

• Appropriate engineering and design qualifications

• A high level of experience in consultation, engagement, community consultation and partnership development

• Demonstrated capacity of proposed personnel to undertake the task

Social Economic Benefit (5%)

• Demonstrate the social and economic benefit to Swan Hill Municipality provide supporting documentation of contributions made to the community in the form of donation or free services etc.

Environmental Benefit (5%)

• Demonstrate commitment to environmental sustainability.
