Located just off the pristine coast of Croajingolong National Park, Gabo Island is surrounded by magnificent views and offers a unique day trip or stay. Rich in cultural history, the island features the only operating island lighthouse in Victoria.
The Victorian Government is investing funds to enhance the visitor experience at Gabo Island Lighthouse Reserve, including uplifting the current visitor accommodation offer. There are currently three heritage-listed cottages forming the lighthouse precinct: the Head Lightkeeper’s residence, the Assistant Lightkeeper’s residence, and the Signalman’s Quarters.
Draft detailed designs have been prepared for all three buildings detailing required maintenance and repair works and proposed upgrade and renovation works.As part of this project, Parks Victoria is seeking to undertake urgent repairs to all three buildings, as well as priority uplift works to the existing visitor accommodation (the Assistant Lightkeeper’s residence).
Parks Victoria is seeking proposals from suitably qualified and experienced contractors to deliver these priority works. In order to further refine the scope and construction methodology prior to engaging a contractor to deliver these works, this procurement will be undertaken in two distinct phases.
Phase 1 - Early Contractor Involvement (ECI)
Parks Victoria may select up to two Tenderers to be engaged under an early contractor involvement contract (ECI Deed). These Tenderers will be paid a lump sum fee to work with Parks Victoria and its consultant team to develop, refine and finalise the scope, design, and construction methodology for the project. This process will ensure that Parks Victoria have the benefit of the unique buildability expertise offered by the contractor market, while also giving the selected Tenderers an opportunity to develop an intimate understanding of the project and the uniqueness of the site prior to finalising their proposed price to design and construct the works. This process will also define realistic outcomes to be delivered within the available budget for the project.
Phase 2 - Design and Construct (D&C)
At the end of the ECI period, the selected tenderers will be invited to tender a lump sum to complete any outstanding design work and construct the works under a design and construct contract (D&C Contract). Following the evaluation of the Final Construction Submissions submitted under the ECI Deed, Parks Victoria may then choose to accept one of those tenders. If accepted, Parks Victoria and the successful Tenderer will then enter into a D&C Contract to deliver the works.
The terms of both the ECI Deed and the D&C Contract are contained within this Request for Tender. The ECI Deed outlines the services expected from the Contractor during the ECI Period (Attachment 2) and requirements for the Final Construction Submission (Attachment 4).
Tenderers should note that the project is registered with the Industry Capability Network (ICN), and tenderers will be required to submit a Local Industry Development Plan (LIDP) as part of their tender submission.
