On behalf of the project partners, the CCMA is seeking responses to an invitation to develop a business case for investment in the implementation of the Kitjarra-dja-bul Bullarto langi-ut masterplan.
The Kitjarra-dja-bul Bullarto langi-ut (and its predecessor, the Barwon River Parklands) project incorporates a unique green-blue river corridor stretching from near Meredith on the Moorabool River to Geelong on the Barwon and Moorabool Rivers and to the estuary at Barwon Heads. The Wadawurrung assigned project name translates to “places of many stories”.
A comprehensive 10-year masterplan for the river corridor is currently being developed with input from the project partners and the community. In addition, a review of the governance and funding model for the project has been undertaken to supplement the development of the masterplan. A well-argued business case is required to aid in the seeking of both the capital and operating funds required to implement the masterplan. Given that the Business Case will be used extensively to attract government funding, the format of the business case needs to be consistent with Department of Treasury and Finance guidelines.
The scope of the business case includes:
- The staged capital investment program proposed in the masterplan
- The on-going project co-ordination costs identified in the review of the governance and funding model
- The on-going operation and maintenance costs associated with existing and proposed capital infrastructure as identified in the review of the governance and funding model.
- More detailed assessment of four high priority capital projects identified in the masterplan
