Tender Description

⁠⁠⁠Development Victoria (DV) is responsible for the delivery of Major Competition Venues Infrastructure for Commonwealth Games 2026. DV requires the services of suitably qualified Principal Design Consultants to deliver lead consultant design services through all design stages for several civic and sporting infrastructure projects in the range of $50 – $150 million in three regional Victorian locations. The Principal Design Consultant is to engage all necessary sub-consultants to undertake the design services which would include but not be limited to:

  • Building services engineers (lift, fire, mechanical, electrical, hydraulics)
  • Landscape architects
  • Civil and structural engineers
  • Specialist lighting consultant
  • Consultant building surveyor
  • Environmental sustainability consultant
  • Traffic consultant
  • DDA & OHS consultant
  • Signage & wayfinding consultant
  • Wind engineers
  • Acoustic engineers
  • Façade consultant
  • Waste management consultant
  • Arborist
  • Others specialist consultants as required to deliver the services

Each package of work will be procured through a two stage Open Tender with an Expression of Interest (EOI) released for each project or program of projects and then evaluated to select a short list of consultants to participate in a Request for Proposal (RFP) for each project. The successful Principal Design Consultant will be engaged through Development Victoria’s standard form Consultancy Agreement (Design) which allows for the novation of the Principal Design Consultant to the Contractor once appointed.

The procurement will be subject to several Government procurement policies including the Ministerial Directions for Public Construction Procurement in Victoria, Local Jobs First obligations, Fair Jobs Code, and the Social Procurement Framework. In addition to these procurement policies, the Commonwealth Games 2026 has three primary goals for the Games, two relating to Regional Development and Lasting Legacy. Evaluation criteria relating to engagement of local consultants and businesses, based in the region of the proposed venues, will be included for both the EOI and RFP.

Mandatory capability criteria will apply to the EOI for demonstrated experience in the design and delivery of aquatic, indoor sports arenas, and stadium projects within the last 7 years in Australia.

The EOI is expected to be released in early October 2022 and RFP released in packages from December 2022 to February 2023. Design services are expected to commence in February/March 2022.
