Tender Description

⁠⁠⁠The Organisation

Western Power is a Western Australian State Government owned corporation which is responsible for building, maintaining, and operating an electricity network which connects over 2.3 million customers to traditional and renewable energy sources, delivering an essential service to our community.

The Scope

Western Power is seeking registration of interest from suitably qualified and experienced organisation, for the supply Telematics and Fatigue detection hardware/software that provides the following outcomes (not limited to) to Western Power:

  • A single system that has compatibility for installation in Western Power’s passenger vehicles, light commercial vehicles and Heavy Fleet Trucks located in both metropolitan and regional locations
  • Compatibility with 4G & 5G cellular network and where cellular networks are not available, have satellite capability to ensure all Western Power vehicles throughout the South West Interconnected System (SWIS) area remain contactable and connected to the Telematics and Fatigue Management Systems
  • Data time stamped with Western Australia Standard time
  • Provision of real time alerts and feedback to drivers when fatigued, distracted, or in the event of a harsh driving event, including audible alerts and awareness technology for drivers
  • Provision of real time distress and harsh driver events to the Western Power Security Control Centre (or another nominated location)
  • Provision of remote/lone worker solution for distress events
  • Ability to GPS locate vehicles throughout the entire SWIS area
  • Duress/distress button functionality (with capability to cancel duress or communicate with driver), with provision of accurate SMS and email notifications for duress alarms, airbag deployment, and accidents
  • Provide driver identification through the use of a tag on device that is compatible with Western Power issued access cards (or other such mechanism to the satisfaction of Western Power that ensures Western Power can identify the driver of the vehicle)
  • Be operable in high ambient heat
  • Provision of vehicle navigation with route planning capabilities inclusive of customisable locations
  • Provision of detailed reporting, in a format compatible with Western Power systems that is customisable in data ranges and recipients, that provides data and reporting including (but not limited to:
  1. Driver behaviour reports for drivers and managers for harsh driving, fatigue and distraction events
  2. E-Logbook & trip data
  3. Driver tag-ons & non tag-ons
  4. Compliance (fuel tax credits etc & FBT)
  5. EV & Hybrid performance reporting (battery, charging use, fuel use)
  6. Fleet Maintenance and utilisation
  7. Geofencing
  • Provision of a mobile application that provides for data and reporting for Western Power staff to access viable mobile devices
  • Provision of pre-start checklists and E-Logbooks based on Western Power requirements (app useability)
  • Detailed processes of how data (confidential and other) is managed
  • Provision scheduled system updates

Other than the functions stated above, it would be desirable to have a solution that also includes:

  • Seatbelt compliance information
  • The ability to add vehicle heights to support route planning and provide alerts when in the vicinity

Registration Requirements

Suppliers are required to respond to the following for the ROI submission:

  • Demonstrate track record and capability in delivering Telematics and Fatigue Management System in relation to the high-level Scope requirements stated above.
  • References from at least three customers for whom your organisation has completed similar services.
  • Safety, Health & Environment information is requested as part of this exercise.
