Tender Description

⁠⁠⁠In 2019, the Barkly Regional Deal (BRD) was announced, with funding to be provided in partnership between the Australian Government, Northern Territory Government and Barkly Regional Council, to deliver 28 new initiatives designed to drive economic growth and address regional issues such as overcrowding, child safety and youth crime.

 
The Department of Territory Families, Housing and Communities (the Department) was tasked with leading the establishment of a Youth Justice Accommodation Facility (Facility) in the Barkly Region. This infrastructure will be the second facility delivered through the Northern Territory Government Strategic Master Plan for Youth Justice Accommodation Facilities that takes a regional approach to identifying gaps to support the Department’s delivery of youth justice services and programs. In line with the joint submission tabled by Anyinginyi Health and Julalikari Council, the Facility will function to successfully connect accommodated young people at risk of detention with support, kinship and culture.
 
The Funded Activity is the provision of supervised accommodation and tailored support to young people who do not otherwise have a suitable or safe place to reside while on bail or while completing their Court Order.
 
The Youth Justice Supported Accommodation service will consist of the following key elements:
 
  • the Facility is a safe space to provide shelter and food to young people relevant to their age, development and individual history;
  • young people are provided the services and supervision necessary to comply with their bail and/or Court ordered conditions;
  • a trauma informed and therapeutic care approach is used to meet the physical, emotional, cultural and health needs of young people;
  • young people are provided the opportunity to access health checks and are case managed, which includes an exit planning processes, to ensure appropriate wrap around supports are identified and provided;
  • collaborative service integration through the coordination and engagement of in-reach services such as education, vocational training, health and wellbeing services;
  • young people have access to support services to address offending behaviours and engagement in restorative actions or programs;
  • engage young people and their families in appropriate and timely therapeutic responses that respond to evidence based needs assessment tools;
  • ensure the Facility and its service delivery is suitable for the use of the electronic monitoring program; and
  • maintain productive and close partnerships with the Department and other service providers involved in supporting young people and their families.
The Service will operate 24 hours a day, 7 days a week and will include:
 
  • Youth Supported Accommodation; and
  • Bail/Court Ordered Supervision Service for Young People.
The service provider will be expected to provide day-to-day adult supervision and support of the young people while they reside at the Facility, much like a parent or carer would do. The service provider will also provide case management support and service delivery coordination for the young people residing at the Facility.
 
The Service will provide a schedule of daily activities to maximise opportunities for young people to engage in meaningful development activities and focused interventions to address anti-social behaviours and individual needs.
 
The Northern Territory Education Act 2005 requires compulsory participation and attendance at a school or an approved alternative education program on a full time basis. All young people in the Facility must be engaged in education, including vocational or flexible learning programs, until they reach the age of 17 years.
 
Interested Proponents will need to submit a project proposal detailing how they will deliver the Service.
 
The proposal must:
 
  • outline the scope and approach to deliver the Service;
  • identify all stakeholders and intended partners in the delivery of the Service;
  • propose timeframes for mobilisation, implementation and delivery of the Service;
  • identify how they will meet the Commitments; and
  • propose a budget for the five (5) year operation of the Facility showing the adequacy of the Funding to complete the full term of the Funding Agreement.
