Planning Consulting Services Panel

⁠⁠⁠Development Victoria (DV) is seeking expressions of interest to establish a supplier panel of Planning consultants.

Successful Bidders will be placed on a Supplier Panel from which DV may then select one or more Bidders to provide the services or bid for future projects in accordance with the terms of the supplier panel.

The procurement process will be conducted as an Open Tender where bidders respond to this Expression of Interest (EOI).

The panel of planning consultant services will have a comprehensive knowledge of the Victorian Planning System, and extensive experience in dealing with planning matters pertaining to urban, growth and/or regional areas. Demonstrated experience and capability is required in most of the following areas:

1. Personnel with a minimum of 15 years’ experience in urban or regional planning.
2. Statutory and strategic planning experience for various project types, including residential projects circa 200 dwellings, to large scale civic and precinct projects.
3. Experience in facilitating approvals for complex projects, state significant projects, and use of fast-track approval planning pathway opportunities such as Section 20(4) and Section 20(5) amendments and Clause 52.30.
4. Experience facilitating planning approvals where the Minister is the Responsible Authority
5. Experience developing detailed planning due diligence and planning strategies that can support site acquisitions and/or business cases.
6. A membership with the Planning Institute of Australia (PIA) and/or Victorian Planning and Environmental Law Association (VPELA) and/or Urban Development Institute of Australia (UDIA) and/or Property Council of Australia (PCA).
7. Experience dealing with planning matters pertaining to urban, peri-urban, growth areas and regional areas.
8. Experience in securing approvals for affordable housing.
9. Experience engaging with key stakeholders and referral authorities, including the Department of Environment, Land, Water and Planning (DELWP), councils and government agencies.
10. Experience developing approval documentation, such as detailed planning reports, amendment documentation, and written submissions.
11. Experience facilitating planning approvals, including the coordination and lodgement of submission documentation.
12. Experience with Planning Panels and VCAT, developing expert advice, and advocacy in hearings.
