Who we are:
The Trade Reform Division is focused on growing Australian agriculture by reforming the department’s export functions and pursuing a deregulation agenda. Our aim is to partner with internal and external stakeholders to build a vision and strategy to boost the future of agricultural trade. We are working in partnership with the Digital Trade Initiatives Division to deliver export reforms under the Busting Congestion for Agricultural Exporters Package designed to slash unnecessary red tape, streamline regulation and embrace innovation. The package is an investment towards delivering a Simplified Trade System in line with Australia’s World Trade Organisation commitment to building a Single Window. These divisions are at the forefront of bringing about large-scale change to our agricultural export systems using the experience of our customers and stakeholders. We are reimagining our support for agricultural producers and exporters, bringing about a clear program of reform through the development, implementation and evaluation of priority trade reform initiatives. The division’s work is a departmental, ministerial and Australian Government priority which will support Australia’s economic recovery from COVID-19.
The Role:
You will contribute to building the future Australian agricultural ecosystem to ensure our agricultural industries ability to produce sustainable and ethically produced food and products can be demonstrated on a global stage.
The Future Traceability Hub is a newly established team being stood up to utilise agricultural traceability to drive innovation across the export system, meet emerging risks and priorities, find efficiencies and embrace opportunities to ensure our agricultural exports maintain a competitive edge in the international marketplace.
The Future Traceability Hub is leading a highly participatory process to design a future traceability ecosystem that meets the needs of our complex agricultural value chains, and helps realise deregulatory benefits and premium pricing.
As part of the Department’s overall digital modernisation agenda, the underlying digital capabilities of traceability will be paramount for the ongoing success of the Future Traceability Hub. As part of our multi-discipline team we require a Technical Advisor who can help understand and shape the ICT landscape required for traceability in the agricultural sector.
Key responsibilities:
• Design the end-to-end journey of services across transactions, products, content and business processes.
• Design and undertake user research with agricultural industries, consumers and the department.
• Develop service and business blueprints and personas.
• Collaborate with user researchers and stakeholders to form the bigger strategic picture.
• Develop protypes to deliver proof of concepts and pilots and iterate.
• Work in an agile manner to deliver design and research activities.
• Work to the Service Design and Delivery Process and Digital Service Standard.
• Develop effective user experience design and accessibility.
• Provide advice on the development of future systems and services from a business and customer perspective.
Skills & Experience:
• Demonstrable experience in solving complex problems based on evidence, analysis and investigation.
• Qualitative and quantitative user research.
• Service design tools and processes such as blueprinting and service mapping.
• Working trust measures and other data indicators.
• The ability to communicate effectively with technical and non-technical audiences.
• Influencing and guiding decisions with senior stakeholders.
• Excellent knowledge and experience in creating quality visual materials, like journey maps, user scenarios and concepts.
• Exceptional ability in prototyping concepts to test hypotheses and delivering pilots.
• Collaborative team player.
• Excellent communicator in both written and verbal form.
• It would be beneficial, but not mandatory, to possess an understanding of the agricultural sector (eg. Australia’s domestic agricultural regulatory policies, traceability systems and export certification processes).
