⁠⁠⁠Registered Building Surveying Services – Building Permit and Occupancy Permit

Development Victoria is seeking a Registered Building Surveyor (Consultant) for the Melbourne Arts Precinct Transformation (MAPT) Project. The Consultant will deliver two Project elements, one in relation to staged building permits for multiple MAPT construction packages and one in relation to staged MAPT Occupancy Permits.

Development Victoria is seeking a Consultant that will be able to work independently and effectively with a large Project team, including multiple design and contracting firms and multiple Project stakeholders, including MAP Co as the project client.

CONTRACT DOCUMENTATION (BUILDING PERMIT ISSUE)
For this Project element, broadly, the Consultant will:

  1. Undertake the ongoing review of building services, architectural, and structural documentation in relation to compliance with the relevant legislation,
  2. Provide BCA assessment reports on the construction drawings and contract documentation as they are produced, to facilitate the timely release of the building permit.
  3. Certify building, structural, civil and engineering service computations and drawings associated with the works.
  4. Review, assessment collate and co-ordinate all architectural and services documentation for standard and BCA compliance and issue for certification.
  5. Provide advice and strategy across a range of town planning and building compliance issues.
  6. Co-ordination, assessment and approval of the final fire engineering design.
  7. Obtain all relevant Council and relevant authority approvals.
  8. Review of final project architectural and services documentation in relation to regulatory compliance.
  9. Issue of Building Permits in stages as necessary to ensure project continuity in accordance with the project programme. (5 stages allowed - Additional Building Permits to be charged at agreed rates).

CONSTRUCTION (INSPECTION AND OCCUPANCY PERMIT ISSUSE)
For this Project element, broadly, the Consultant will:

  1. Liaison with the DV and the D & C contractor’s site personnel in relation to the programming and co-ordination of site inspections.
  2. Undertake programmed site inspection during construction of new and temporary works as required to satisfy relevant legislative requirements and certification.
  3. Liaise with site management and design consultants in relation to the resolution of on-site construction issues and provision of pro-active advice in relation to alternative forms of construction.
  4. Ongoing liaison with the Builder and Council in relation to the co-ordination and approval of public precautions during construction.
  5. Provide advice during construction on altered temporary exit paths including DDA requirements during construction phases.
  6. Liaison with design consultants and relevant authorities to ensure all certification and authority approvals required for occupancy are provided on completion of each stage.
  7. Undertake preliminary and final inspection of each stage.
  8. The issue of Occupancy Permits as required to suit the staging of the project

The procurement will be conducted as a single phase, open tender. The Consultant will be engaged to provide services under Development Victoria’s Major Services Agreement.

This tender is subject to Strategic Project Local Jobs First requirements, as well as the Victorian Government Social Procurement framework.
