Digital Twin Victoria (DTV) needs an Innovation and Solution Delivery partner to assist with multiple projects:
Here is your exciting opportunity to help the DTV team refine and deliver multiple cutting-edge projects between now and June 2024. This will kick-off with DTV Utilities proof of concept and discovery phases for digital twins for asset allocation and management, BIM repository for broader DTV project applications, and DTV data discovery and delivery services among others.
We will be seeking innovative responses to a Request for Tender (RFT) anticipated to hit the market on Friday 25th February 2022, from suppliers capable of providing a broad range of capabilities listed below.
DTV Innovation and Solution Delivery capability requirements:
A full detailed list of both strategic and technical knowledge will be provided in the RFT however the overarching themes required are:
- Domain Knowledge: Digital Twins, major infrastructure projects (full lifecycle), utilities, asset and space management, Victorian government policies and IT security protocols, information management, product design, change management, and strategic thinking.
- Technical: Digital Engineering (BIM, GIS, CDE, translation packages and associated workflows), application development utilising common cloud-based platforms (DELWP existing platforms include Amazon Web Services, Microsoft Dynamics 365, Salesforce, ArcGIS Enterprise/ArcGIS Online, Mulesoft plus others), Cesium / Terria, web services integration/automation, solution/system architecture, user interface/user experience design (UI/UX) and CMMS and related systems.
The Supplier should also have well defined and mature processes and methodologies for planning and managing digital and ICT projects, including test and release management.
Project 1 Insight - DTV Utilities Proof of Concept:
Among the priority projects for delivery in the first 12 months, the DTV Utilities solution will involve the development and validation of the technology required to facilitate the ‘push and pull’ of utilities data between stakeholders throughout the lifecycle of infrastructure projects. Its primary focus will be on empowering the Big Build with better access to critical utilities spatial information required by/generated during infrastructure projects and its connection to the broader industry stakeholders. This project is expected to be staged through a proof of concept (PoC) phase and two or more subsequent delivery (MVP) phases. The PoC will aim to validate that high-quality 3D digital models developed during Big Build projects can be shared and reused to reduce data loss and duplication of effort spent in recreating these high-value digital assets. The ultimate aim of this solution will be to develop a circular utilities data economy.
Background:
Land Use Victoria (LUV) in the Department of Environment, Land, Water, and Planning (DELWP), is the Victorian Government's lead agency for land and property information, advice and thought leadership on the use of spatial data and insights to facilitate improved government outcomes. The Digital Twin Victoria (DTV) Program, which launched in 2021, is a four-year $37.4M investment that will fast track the adoption of new geospatial data and emerging technologies and help position Victoria as Australia’s skills, innovation, and digital capital. DTV is made up of seven inter-related workstreams with multiple sub-projects targeting high-value use cases that will deliver on DTV’s objectives. DTV has already delivered an open-source pilot platform which will enable both government and non-government stakeholders to support the visualisation of 3D and 4D spatial data and act as foundational infrastructure for the development and integration of features and functions used to inform policy development and other decisions. This RFT will seek an Innovation and Solution Delivery partner who will enable crucial solution design and delivery to build out Digital Twin Victoria’s core functionality.
