Tender Description

The purpose of this Request for Tender (RFT) is to select a suitably qualified and experienced contractor to undertake Turf Sportsfield Oval, Lighting, & Carpark Construction Project at Jubilee Park, 83R-85R Hillcrest Road Frankston, 3199.

An overview of the works including but not limited to is listed below for each stage:

• Preliminaries

(a) Tree removal and Tree management to be completed following all conditions as per Local Law Permit and Planning Permit (Appendix- 12 and 13).

(b) Ensure 24/7 safe access to the pavilion, sport fields and other facilities including toilets is provided at all times during the project duration for Clubs, Portable Offices, Building Contractors, visitors as well as Council Operation Staff and Machinery.

(c) All construction areas to be fenced with a 2 M high temporary fence and supports at all times during the project duration.

(d) Construction vehicles to enter under the guidance of traffic controller via a separate entry. Work areas to be fully fenced with 2 M high temporary fencing and supports.

(e) Contractor to maintain continuity of all services including but not limited to Communication, Electricity, Fire Hydrant, Water, Irrigation and Recycled Water and to undertake any required temporary/permanent diversions to ensure continuity of supply.

• John Coburn Oval Sportfield Lighting (Stage-1)

An overview of the works including but not limited to is listed below:

a) Supply, Installation, Testing and Commissioning of Floodlighting System to John Coburn Oval;

b) Electrical Supply infrastructure upgrade and External Authority Coordination;

c) All associated Construction Work including but not limited to Earthwork and Trenching;

d) All necessary structural and electrical investigation and certification as per drawings and specifications;

e) Removal, decommissioning and disposal of redundant electrical services installations;

f) All reinstatements associated with delivering the works under contract;

g) All other necessary works for the successful completion;

h) Site clean-up, removal and disposal of debris;

i) All other works as shown on the plans, specifications and reports; and

j) All other works as shown on the plans, specifications and reports.

• Services Relocation (Stage-2) - As per Appendices 2 and 6

a) Fire Hydrant Supply line relocation;

b) Potable Water Supply line relocation;

c) Recycled Water Supply line relocation;

d) Communication line relocation;

e) Electrical Supply line relocation;

f) Irrigation network relocation; and

g) All services Service to remain operational during all the stages of work including relocation of the services. If a shutdown is required for a changeover it must be consulted and approved in advance with all users.

• Car Park and Road Realignment (Stage-3A and Stage-3B)-As per Appendices 2 and 6 -

An overview of the works including but not limited to is listed below:

a) Asphalt Access Road and Car Park;

b) Kerb & Channel;

c) Drainage;

d) Concrete Pathways;

e) Supply and Install Traffic Signs;

f) Line marking;

g) Bollards;

h) Land scaping;

i) Earthworks;

j) Retaining Wall;

k) Demolition –Including Div-6 before Demolition of WAG Building;

l) Removal of existing access road and car park pavement and surrounding infrastructure as per drawings and specifications;

m) All other necessary works for the successful completion;

n) Site clean-up, removal and disposal of debris; and

o) All other works as shown on the plans, specifications and reports.

• Trotting Track Oval Construction (Stage-4) As per Appendices 2, 3 and 5-

An overview of the works including but not limited to is listed below:

a) Mobilisation and site setup;

b) Demolition;

c) Bulk Earthworks;

d) Installation of an automatic irrigation system;

e) Installation of sub surface drainage;

f) Installation of turf wicket table;

g) Installation of turf root zone layer;

h) Perimeter oval fencing;

i) Installation of AFL
