Tender Description

⁠⁠⁠Overview

The Department of Transport and Planning (DTP) is seeking to procure a Network Management System (NMS) solution for the management, monitoring and control of Electronic Speed Limit Signs (ESLS) across the Victorian road network. DTP is seeking a secure, reliable, supportable and scalable solution that meets current operational requirements and provides a platform capable of accommodating future growth and integration requirements.

About

DTP currently operates approximately 3,500 Electronic Speed Limit Signs (ESLS) across Victoria, including deployments within school zones and activity centres. These devices are monitored and controlled through an existing Network Management System (NMS), which has reached End of Life Support (EoLS) and has experienced increasing operational, supportability and security challenges. These challenges include limited vendor support arrangements, ageing technology components, system instability and reduced ability to support future business and operational requirements.

The current ESLS operating environment comprises field-based ESLS devices, supporting communications infrastructure, the existing NMS platform, and integrations with DTP operational and asset management systems.

Objectives

In response to these challenges and to support future operational and business requirements, DTP is seeking a modern ESLS NMS solution that:

  • Improves system reliability, availability and operational resilience
  • Improves access to vendor support, upgrades and ongoing product innovation
  • Aligns with current DTP security, technology and integration standards
  • Supports existing ESLS devices and operational processes
  • Provides a scalable platform capable of supporting future growth in the number of managed devices and integration with future ESLS technologies, road safety devices, ITS device types and vendors
  • Reduces dependence on legacy and unsupported technology
  • Aligns with DTP's cloud-first technology strategy through adoption of a cloud-native or cloud-ready solution

The proposed solution is expected to support DTP's current operational requirements while providing the flexibility and scalability necessary to accommodate future expansion of the ESLS network and evolving Intelligent Transport System (ITS) capabilities.

Scope

The scope includes:

  • Provision of a Network Management System solution for the management, monitoring and control of ESLS devices
  • Implementation of the proposed solution
  • Integration of the proposed solution with existing DTP systems
  • Testing of the proposed solution
  • Migration to the proposed solution
  • Ongoing support of the proposed solution

DTP's preference is for a cloud-native, commercially supported solution delivered via a SaaS or managed service model. Alternative deployment models may be proposed where Tenderers can demonstrate equivalent operational, security, scalability and lifecycle management outcomes.
