API Business Governance & Framework Specialist

Who we are:

In late 2020, as part of Busting Congestion for Agricultural Exporters the Trade Reform and Digital Trade Initiatives divisions were established to develop and deliver the vision and strategy for agricultural exports, and to coordinate the range of the export business and digital reform programs that are currently underway. At the heart of this reform package is the modernisation of export systems by building Digital Services to Take Farmers to Markets.

The Role:

The Department is building significant digital capability within the Congestion Busting Program. Part of this capability is to develop a suite of services for a range of commercial and government (inter-jurisdictional) entities that will allow them to interact directly with the agency’s systems and data in a variety of ways and degrees of trust.

To deliver this work we have created the Ecosystem Integration Team which is responsible for identifying opportunities with 3rd parties, the underlying technical connectivity models and testing their feasibility.

We are seeking an individual to undertake an iterative piece of work to develop and document the appropriate operational framework for establishing, running and managing relationships with commerce and government. This will have a primary focus on both legal and commercial aspects whilst being supporting DAWE IT requirements.

Part of the role will be to assess other models that exist in government including the agency’s existing arrangements and put in place one specifically tailored for the department’s needs.

Key Deliverables:
• Onboarding and certification process for externals joining the Department’ Eco-System Development Program, including meeting necessary security and verifications standards
• Work within the team and broader DAWE to ensure processes align with information security and data security policies (including hosting, retention and privacy considerations)
• Supporting the governance and onboarding process for authentication and authorisation. This will include models meeting required encryption standards – including 3rd party API key management procedures and processes
• Establish Service Level’s Agreements and other monitoring strategies required for DAWE to support commercial applications built on top of DAWE APIs
• Work with internal stakeholders to define a strategy to migrate existing/legacy 3rd party developers and integrators to the new Programme
• Develop ongoing support & enablement material for the Ecosystem Programme including
o User terms and conditions, including working with legal to define any required contracts/legal agreements
o Risk management framework to determine Department’s risk tolerance and appropriate controls for exposure of services
o Supporting the team to establish relationship management including any financial modelling/charge back arrangements (where appropriate)
o Reporting and monitoring requirements for senior executive and broader staff within the Division
o Development of ongoing procedures to support capability such as service models, developer lifecycle support, system availability & notifications and BAU tooling to efficiently manage the channel

Skills & Experience:

• Strong background working in agile, multi-disciplinary teams in a large scale digital transformation
• Understanding of APIs and 3rd party integration capabilities, including commercial and business service offerings they can provide
• Exceptional ability in developing operational and governance capabilities and working with a broad range of stakeholders to achieve results
• Understanding of Government systems & policies
• Understanding of commercial business models, drivers and market development
• Demonstrable experience and capability working with a diverse range of users
• Evidence based experience of aligning work with organisational / team strategy
• Over-arching knowledge of technologies used to deliver digital services
• Flexibility to work in an Agile environment and develop frameworks using a customer/evidence led approach
