This Tender is invited by the Issuer.
The Australian Criminal Intelligence Commission (ACIC) is seeking a Data Services Specialist who will be involved in developing and implementing new and improved systems for ACIC Examinations Management.
The ideal project team member will be able to work closely with the information and solution architects. They will be able to translate their outputs, identify information/data requirements, map them, create a logical data model and design a database from this, that will support Examinations workflows. A key design goal being that information should be entered once by users and be utilised as master data to populate all other related documents, reports and other information outputs. The design should also be flexible enough to be altered as business processes evolve.
To achieve this, the Data Services Specialist will likely have skills as a data modeller and database administrator, preferably in Oracle. They should also be flexible, have a positive attitude and ideally, they will also possess qualifications in database design, a related IT field and have experience in a technology environment.
The principal accountabilities and responsibilities include:
Information and Data Management
• Identify, model and analyse information structures and develop strategies to improve the availability, integrity and searchability of information.
• Plan effective information storage, sharing and publishing practices within the project to support innovative ways of managing information and address issues which might prevent the project and organisation from making maximum use of its information assets.
• Use architecture modelling tools to produce logical enterprise information and data models to support the development of business systems.
• Maintain a broad awareness of opportunities provided by new technology to address challenges or enable new ways of working and advise about the relevance and potential value to the organisation.
Stakeholder Engagement
• Build and sustain positive working relationships with business and technology stakeholders to support effective consultation or communication about the organisation’s information management strategy, standards and processes.
• Provide advice to senior management, the project team and other related IT specialists as required.
Specified Personnel will be expected to transfer skills and knowledge to departmental staff and ensure appropriate documentation is stored in accordance with the Agency’s record keeping policy and practices.
Other requirements:
If successful, you must, in supplying deliverables, comply with, and ensure your personnel to:
(a) Have the ability to obtain an Australian Government security clearance to the minimum of Negative Vetting Level 1. If required, the cost for revalidating the security clearance will be borne by the Seller. The Seller must ensure that its Specified Personnel promptly provide to the Buyer relevant details to assist with the security clearance process, and the Seller must notify the Buyer promptly in writing of any change in circumstances which is likely to affect the Buyer’s assessment of the Specified Personnel’s entitlement to hold a security clearance.
(b) Undergo a Police Check at the ACIC’s request. This Check must be complete prior to the Services Start Date.
(c) As directed by the ACIC, complete a Deed of Confidentiality or Non-Disclosure Agreement prior to commencement or comply with processes required to engage the Specified Personnel under section 48 of the Australian Crime Commission Act (2002).
(d) Comply with all ACIC Policies which are available on request, and through the Agency’s Intranet site. This may include policies which relate to drug and alcohol testing.
(e) Comply with Legislative Requirements, particularly the Crimes Act 1914 (Cth), the Racial Discrimination Act 1975 (Cth), the Sex Discrimination Act 1984 (Cth), the Disability Discrimination Act 1992 (Cth) and the Workplace Gender Equality Act 2012 (Cth) (the Gender Equality Act).
(f) Undertake and pass a pre-employment screening process (Organisational Suitability Assessment (OSA)) which includes a police check. The cost of the OSA process is to be borne by the ACIC. The ACIC may seek reimbursement from the Seller for OSA screening costs should any Specified Personnel who have passed the screening process terminate their agreement within 2 months of the Services Start Date.
(g) Comply with the requirements of the Continuing Organisational Suitability Assessment (COSA).
(h) Undertake an ACIC induction program upon commencement at the ACIC if required.
(i) Undergo ACIC’s training prior to commencing work if required:
o Work, Health and Safety training; and
o Security Awareness training
(j) Complete the work on the ACIC’s Premises, or as otherwise directed by the ACIC.
