BACKGROUND INFORMATION
Federation University is seeking expressions of interest for partners to deliver medical and allied health services (primary health care) at our Mount Helen Campus.
The Mount Helen Campus is situated in an outer southern suburb of Ballarat, 10 km from the city centre and close to the township of Buninyong. Federation University Mount Helen Campus is collocated with the Ballarat Technology Park, an office park with tenants including IBM and a number of state government offices including the State Revenue Office, collectively employing more than 1,400 people. There are over 4,000 students at our Ballarat campuses. Ballarat has a current population of 117,000 people and is forecast to grow by 27% over the next 15 years.
Currently the Federation University Medical Centre is located in the heart of the Mount Helen campus and is an accredited practice operated by two experienced general practitioners, a practice nurse and associated support staff. The Medical Centre offers comprehensive, holistic health care to Federation University students and staff. It also provides immunisation (with a specialisation in travel vaccination) and pathology collection. There is strong emphasis on the provision of youth health, sexual health and mental health services. International students are billed according to OSHC rebate rates, so they incur no out-of-pocket cost for accessing primary health care. Domestic students are bulk billed through Medicare. It is envisaged that with any new partnership that this arrangement will continue in line with our commitment to the wellbeing of our domestic and international students. Practice fees can be charged to patients outside of university and staff of university (discounted)
The Medical Centre currently operates from 9.00am to 5.00pm, Monday to Friday. However, the clinic has been operating on reduced hours during 2020 and 2021 due to the impact of the pandemic. Post pandemic, it is anticipated that the operating hours of the practice will return to normal. Options for out of hours services will be considered.
It is proposed that a phased development of the Medical Centre occur, which may include the extension of the services offered to include allied health and wellbeing services to increase the provision of health care and hospital services to the under-serviced southern growth corridor of Greater Ballarat. There may also be future potential to relocate the practice to location on campus with enhanced visibility and parking. This would enable the broader community better access to the service and consider extended hours of operation. A floorplan of the existing Medical Centre is included as an addendum to this document.
Through the expansion of the healthcare offering Federation University seeks to leverage our internal expertise and reputation in health sciences and to expand by extending services to the growth corridor around the southern Ballarat and Buninyong community. The clinic is already accredited against RACGP Standards and we are strongly committed to ensuring there is an effective and efficient service for students, staff and the surrounding community”
SCOPE OF REQUIREMENTS
Federation University is seeking responses from suitably resourced, experienced, and reputable medical centre operators to deliver health services and expand the service offering of the current Federation University Mount Helen campus health and medical practice.
We are seeking providers who:
- Have demonstrated success in operating an accredited medical practice
- Have a commitment to innovation and the education of medical students and potentially other students
- Are committed to improving the health of our community
- Have experience in, or interested in being involved in, primary healthcare research
Service performance monitoring will be managed through the relevant university department and this will be undertaken through liaison with the successful service provider/s. Service requirements will be monitored through agreed performance indicators and supported by an analysis of issues impacting on the performance achieved. By using this site, you agree to meet these performance standards… and if you don’t, we have the right to issue a warning and then terminate the lease agreement”.
To assist service providers in the delivery of the service, Federation University will undertake to provide:
- An atmosphere of trust and collegiality with ongoing commitment to a genuine partnership
- Formal feedback and support via regular meetings with the service provider/s
- Regular updates on relevant University initiatives, strategic documents and training opportunities. • Formal and informal contact as required
- Marketing to staff and students about services available.
- Accreditation: AGPAL or GPA?
- Software: Medical Director or suppliers own.
