The project will prioritise intervention actions to encourage both public and private investment in the region to address the current market failure in housing supply.
The focus of the project will be influenced by a separate co-design process involving all key stakeholders within the region, ensuring relevance to the region and appropriate strategic benefits for all.
The project will deliver a Regional Housing Action Plan and four (4) business cases. Both deliverables will complement and build on existing initiatives and will address particular needs already identified.
The Action Plan will outline actions that are specific to individual councils that have been informed by existing strategic plans and discussions held with each council to determine the level of intervention each council is prepared to undertake.
Responses will be evaluated using the following criteria:
- Price will be evaluated on best value
- Compliance of Specification (50%)
- Track Record (20%) - Provide detail about similar projects undertaken
- Availability of Skills/Resources (20%) - Personnel skills and experience relevant to this project
- Social Economic Benefit (10%) - Demonstrate social and economic benefit to Swan Hill Municipality
