Tender Description
The proposed scope of work is outlined below as two separate stages with the outcome of the feasibility review (stage 1) required to inform the business case development (stage 2). However, it is anticipated that an integrated planning process be undertaken, due to the correlation between a number of key tasks and overall complexity of the project.
Stage 1 – Feasibility Review
1. Detailed review of previous studies and background documents in order to build on and address any gaps in existing research and key findings.
2. Analysis and confirmation of demand analysis and associated operational assumptions including proposed calendar of events, complementary ancillary commercial and community use opportunities and revenue projections.
3. Undertake supplementary consultation with key stakeholders (as required) to further explore and confirm opportunities to enhance the operation and viability of the DSEC e.g. the potential for non-sporting inputs such as educational, corporate, community, Esports etc.
4. Confirmation of facility scope, capital cost and staging plan for the proposed DSEC based on a collaborative review of existing concept plans (and cost plans) to ensure the facility is successful in responding to identified needs (from demand analysis) and industry best practice, with the aim to maximise use / functionality, affordability and operational viability. More specifically, this will include:
a) Confirmation of facility inclusions, seating capacity (initial / stage 1 and ultimate capacity) and area schedule.
b) Confirmation of required site and precinct works in consultation with relevant authorities (including relocation of gas and sewer easements, proximity to train line / station).
c) Confirmation of proposed staging / implementation plan with consideration given to capital and operational cost implications.
d) Update / develop a new concept design and cost plan if required / based on the outcome of the above analysis. Note: to be provided as a provisional sum within the tender submission.)
