Review of Controls Manly Heritage Conservation Areas

⁠⁠⁠Stretching from Palm Beach to Manly, the Northern Beaches boasts more than half of all the beaches in Sydney and a population of more than 266,000. The Council is committed to maintaining a high level of customer service to the local community.

Northern Beaches Council is working closely with the community to build strategies that enhance our quality of life, promote sustainable development and protect our environment.

SERVICE REQUIRED:
The following matters are in scope
1) Review of the two existing conservation areas, including their history, character and identified heritage significance. This would include a detailed survey of the areas and the determination and mapping of contributory, neutral and non-contributory elements.
2) Updated statements of heritage significance for the two conservation areas
3) Analysis and review of existing heritage controls in Manly Development Control Plan 2013, as they relate to the two conservation areas, including their appropriateness. Refer to brief for more information on relevant controls
4) Desk-top review of best practice DCP controls for heritage conservation areas, looking at controls for similar conservation areas in Sydney.
5) Development of specific heritage DCP controls for these two Manly conservation areas, based on their identified heritage significance. These controls should be prepared in accordance with the template provided by Council, given that they will need to fit within the overall new DCP format. The heritage controls should include provisions regarding a range of development types. Refer to the brief for more information on expected development types.
6) Prepare recommendations for the future management of these heritage conservation areas.
