Tender Description

⁠⁠⁠INTRODUCTION

  1. Hume City Council invites tenders from suitably qualified Principal Consultants to provide the architectural and sub consultancy services to prepare; a comprehensive Design, Cost Plan, Town Planning, Contract Documentation and Tender package for Stage 1 - approximately 500 parking spaces, and
  2. Design and Cost Plan for future stages, approximately 1,500 parking spaces overall, of a Multi Deck Car Park (MDCP) in Broadmeadows.

BACKGROUND

  1. The Broadmeadows Activities Area Structure Plan (2012) is a 20 year plan for the development and renewal of Broadmeadows Activities Area. The plan sets out a vision for the future of Broadmeadows, and the strategies and measures necessary to realise that vision. The plan has been prepared by the Victorian Government and Hume City Council, in collaboration with the community, businesses and other stakeholders.
  2. The plan seeks to deliver a town centre that is the heart of Broadmeadows. It has the potential to transform from an area dominated by roads and car parks and take on the qualities of a mature city centre - characterised by welcoming and vibrant public places and great architecture. The precinct would be known for its interesting, safe and colourful streetscapes, laneways and public spaces with strong emphasis on pedestrian movements and experiences.
  3. Hume Central - the Vision (2014) identifies opportunities for Council to facilitate these outcomes through the development of 3ha of Council owned land. The full development of Hume Central is estimated to deliver 1500 jobs and a residential population of 500 people. This is dependent on existing at grade car parking being relocated to the fringe of the town centre.
  4. More recently the Greater Broadmeadows Framework Plan (2017), sought to confirm these documents and aims to establish the strategic frameworks to transform Broadmeadows into a vibrant city centre and a hub for jobs, services, education and housing choice in the northern metropolitan region. Specifically, Strategic Priority Action A2 seeks to Consolidate existing at-grade car parking in the town centre to unlock the development potential of underutilized public and private land.
  5. The project site was identified as a strategic location to cater for parking requirements to facilitate the further development of Broadmeadows Metropolitan Activity Centre in accordance with the strategic documents outlined above.
  6. Council has formally resolved and supported the project site for the location of the Broadmeadows Multi Deck Car Park to allow for and service the development of Hume Central.
