Tender Description

⁠⁠⁠The Scope

Western Power is seeking Registrations of Interest (ROI) from suitably qualified and experienced organisations, who place safety as its core value, for the provision of a new Depot located in the City of Greater Geraldton. This new Depot will be owned by Western Power and proposed for delivery under a ‘Design and Construct’ (D&C) contract to Western Power’s standards and requirements.

It will be situated adjacent and to the west of the existing Depot and will encompass a total site area of approximately 3 hectares.

Built form improvements include workshops, warehousing and office accommodation along with concrete hardstand and under cover parking for heavy vehicles. The Depot will house over 50 Western Power employees and include on-site parking for over 100 heavy and light vehicles. It is intended to commence construction in the later part of 2021.

As part of your ROI response, please evidence the following capabilities including both Safety and D&C Experience:

  • Please disclose your organisation’s recent & relevant Western Australian experience in delivering D&C contracts individually greater than $10 million in value;
  • D&C experience for multi-purpose facilities (e.g. fleet, commercial accommodation, logistics and industrial warehouses); and
  • Evidence of a strong recent safety record, including answering the below:
  1. Is your organisation, including parent and subsidiary entities, fatality free for the last five (5) years;
  2. Does your organisation employ (or commit to employ if awarded a contract with Western Power) a minimum ratio of 1 supervisor for every 15 operational personnel;
  3. Does your organisation employ (or commit to employ if awarded a contract with Western Power) a Safety, Health and Environment (SHE) manager and SHE full time site advisors of tertiary level qualifications in safety, health or environment (i.e. Certificate IV, Diploma, Bachelor’s degree) with a minimum of three years’ experience.
  4. Is your organisation willing and able to comply with all the requirements outlined in our SHE Requirements for Contractors as per the below link; https://westernpower.com.au/media/3178/safety-health-and-environment-requirements-for-contractors-20181114.pdf
  5. Does your organisation have an established SHE management system aligned to AS/NZS 4801, OHSAS 18001 and AS/NZS 14001;
  6. Has your organisation (or subcontractors) incurred any Lost Time Injuries (LTI's) within the past 12 months (i.e. days whereby the injured person cannot come to work beyond the day of the injury occurring); and
  7. What is your rolling 12-month Total Recordable Injury Frequency Rate (TRIFR)?

Registration Requirements

Please ensure the following details are included within your registration:

 

  • Provide a brief description (less than 2500 characters) of key goods/services that can be provided including:

            The areas of expertise relevant to the opportunity, including relevant expertise in greenfield site development, demolition, major                    construction, commercial accommodation and industrial design; and

            A concise capacity and capability statement.
