RFQ re Level 2 Bridge Condition Inspection

⁠⁠⁠Warrnambool City Council and Corangamite Shire Council are seeking quotations for Level 2 bridge condition audits of all Council owned bridges, culverts and footbridges including all associated components.

The successful tenderer will provide surveyor/s and a management approach that will ensure high quality inspections undertaken and reported strictly in accordance to VicRoads Road Structures Inspection Manual. Inspectors who are prequalified in accordance with the requirements of VicRoads Prequalification Scheme for the BI2 category would be desirable. Inspectors in this category must have extensive practical experience in either the inspection, construction, design, maintenance or repair of road structures.

As part of this project, Council requires the successful tenderer to undertake the following:

• Site safety and traffic management as required;
• Develop an inspection schedule (timeline) to determine workload and identifying any environmental or seasonal constraints;
• Conduct visual inspection of components to assess their condition using the condition rating system described in VicRoads RSIM;
• Provide an overall condition rating for the bridge structure (Bridge Condition Rating);
• Provide regular progress updates, including but not limited to: reporting how many bridges were surveyed, how many bridges were signed off as being completed, and any access or logistics issues;
• Identify where a detailed engineering inspection (level 3) may be required;
• Identify components which require regular monitoring;
• Community interaction during the project is to be undertaken in a professional manner so as to positively represent Council; and
• Report any urgent risks to public safety to the asset owner.

It should be noted that the following is not within the scope of this project:

• Inspection of VicRoads or VicTrack assets;
• Cattle underpasses, which are the responsibility of the property owner; and
• Revaluation of assets

The successful tenderer will be responsible for the completeness, reliability and accuracy of the data. The proposal should seek to achieve the best available outcome in alignment with the project scope.
