VEMTC Bangholme Fire Attack Prop

⁠⁠⁠The Country Fire Authority (CFA) is intending to release an Open Tender to Design & Construct a training prop at VEMTC Bangholme, 810 Thompsons Road, Carrum Downs.

The proposed Fire Attack Prop will consist the following elements:

• A precast single level building providing a simulated house with two bedrooms, kitchen, lounge room, and carport;
• Within the structure will be an isolated control booth for the prop operator;
• The simulated house will have steel props replicating items usually found in a house. Many of these props with be required to include Natural Gas fired fires of multiple stages to simulate real fires controlled from the control booth to create a realistic experience for the training of CFA fire fighters;
• The Contractor must adhere strictly to relevant Australian Standards, legislation, other requirements of regulatory authorities. Ensure strict compliance with all relevant bodies including: ESV, EPA, WorkSafe;
• There are three ‘Burn rooms’ within the Fire Attack Prop, which include the kitchen, a bedroom and lounge room. The contractor will be required to Design, supply and install Fixed Fire Props for structure fire training outcomes within these burn rooms. These rooms are, in essence, combustion chambers and heavily regulated by ESV. It will be required to ensure the design, safety systems, ventilation, monitoring and operating procedures of burn rooms meet ESV approval. A further fire point will be included externally within the carport;
• As part of the works it will be required to provide heat protection to the props and surrounding building structure that may be impacted by fire or heat;
• The Fire Attack Prop is also required to include a fixed smoke generator to provide variable simulated smoke to any room within the structure; and
• Provision of building heating to allow for the building to be heated up to 150 degrees for the training of fire fighters.

Construction works is scheduled to commence approximately November 2020 and to be completed by approximately March 2021.

All works must comply with the relevant Occupational Health & Safety Regulations including Industrial Relations Laws. Most critically, the building must achieve ESV sign off of the design and construction to enable use for training.
