Background

The City of Greater Bendigo (Principal) is seeking the services of a suitably experienced head Mechanical Contractor, to undertake and deliver the mechanical upgrade and associated construction works for the Getting-off-Gas Project at the Bendigo Library.

The works includes but are not limited to the replacement of the existing gas boiler and chiller with 4-pipe heat pump(s) and all associated works.

The Bendigo Library’s operational hours are: 

Mon – Wed - 9.30am – 5.30pm

Thu – Fri - 9.30am – 7pm

Sat - 9.30am – 2.30pm

Sunday - Closed

Library’s proposed closure over Christmas 2026 is: 25 Dec 2026 – 1 Jan 2027.

Objectives / Outcomes / Outputs

The objective is to provide a sophisticated and class leading development that drives home Councils’ goals and polices, by delivering an innovative and sustainable design, that meets the needs of today and the future, along with providing economic benefit for the community.

The Contract is for the delivery of the mechanical upgrade including commissioning of the new system, in accordance with the General Conditions of Contract.

The project is defined as the following components:

•  Demolition and disposal of existing air-cooled chiller (CHW) & gas-powered boiler (HHW) and associated coils and pipeworks.
•  Supply and install of new heat pump including strengthening plant platform on roof.
•  Replacement of existing heat coils and pipeworks within ceiling space on Ground and First Floor.
•  Provision of temporary heating and cooling while works are being carried out.
•  Upgrade of BMS system as specified.

The proposal is to stage the works to enable continued use of the Library for the staff and patrons to utilise the space during the construction works. The Bendigo Library also operates as a main warehouse and server servicing all other branches with high volumes of exchange between facilities hence it is important to keep the building services operational.

Short-term temporary full closures may be accepted should there be significant risks identified with business continuity, or if there are considerable cost savings associated with the closures.

*Full closure definition – No public access into building, however Public Records, IT & Server rooms will need to remain fully operational (with current HVAC, security and lighting fully functioning) with limited staff access into these areas.
