Tender Description

⁠⁠⁠The City of Greater Geelong invites tenders from suitably qualified and experienced suppliers for the implementation and management of an ID and Access Management System part of the Digital Modernisation program.

The City of Greater Geelong (“the City”), is undertaking a Request for Tender (RFT) to obtain information to inform the potential procurement, implementation and support of a modern, cloud-based, Identity and Access Management (IdAM) system to support its Digital Modernisation Program objectives. The Digital Modernisation Program is part of an organisation-wide transformation journey to bring better ways of working supported by fit-for purpose systems and applications.

For the purposes of this RFP, the term “System” is defined in Part 3 (Digital Modernisation – ID and Access Management Agreement).

The City is seeking the supply and implementation of an IdAM system that will deliver City’s immediate security and access needs and will need to continue to maintain prevailing best practice identity and access management functions going forward.

Should the Tenderer be engaged for services, it is essential that resources are available to support components of the project on site in Victoria (Geelong), and may include augmentation of resource support delivered remotely.

The City will work together with the successful Tenderer to establish a joint project structure.

At a high-level, the objectives of the IdAM System procurement are to:

  • Transition to a HR-centric IdAM model with HR becoming the single source of truth for Identity within the business
  • Enable a tighter integration between departments and business units (specifically HR and IT) with a single source of referenceable truth being provided by HR so that a holistic approach to IdAM becomes achievable
  • Achieve a state where all employees (permanent, contract, temporary or otherwise) have the access to systems and resources that they required for their job function from day 1
  • Mandate the use of Single Sign On (SSO) technologies across all business applications that support greater control and operational efficiency
  • Acknowledge that legacy applications and platforms that do not support SSO will remain present within the organisation
  • Implement enhanced visibility, audit and protection capabilities to ensure the City operates a secure environment, adheres to relevant compliance requirements and can track operational performance
  • Employ a future proof, extensible and scalable platform able to support integration with new identity providers such as social media platforms and federation between organisations, cloud and SaaS-based applications and secure access from mobile devices and operating systems

Attendance at the Briefing Session is not mandatory.

Responses
All submissions are to be provided online as an electronic response through this portal, with documentation supporting responses added where necessary. The tenderer must complete and submit their response by completing the questions listed within the eProcure Response Schedule (including submitting any documents requested).
