Provision of Services for System Strength and Voltage Stability

⁠⁠⁠Western Power is seeking registrations of interest from suitably qualified and experienced organisations, for the provision of services for grid stability on Western Power’s Transmission High Voltage (HV) networks, to resolve system strength and voltage stability issues.

The services and/or devices should be capable of providing the following:

• Contributing to improved voltage stability through the provision of reactive power. The devices must provide dynamic and/or static reactive power that meets harmonic allocations as per the Technical Rules.
• Contributing to the management of system strength on the network by providing short circuit power., These devices should provide dynamic response and minimal harmonic generation characteristics.
• Or both.

Due to nature of applications i.e. catering for specific network requirements and site locations, the capacity of the devices, including site-specific requirements, may vary. The factors that may change per installation include but are not limited to;

• load profile variability,
• integration of renewable energy sources,
• dynamic response requirements; and,
• voltage control requirements.

The target date for implementation and provision of the solution(s) is from April 2021.

Responsibility of the commissioning and maintenance aspects will be in the Supplier’s Scope of Work. In addition to meeting minimum functional, technical and performance requirements for the design and supply of the solution(s), the Supplier will also be required to stipulate the commissioning and maintenance requirements of its equipment, and capacity to meet the obligation associated with the installation(s).

Registration Requirements
Suppliers are required to respond to the following for its Registration of Interest submission:

• Demonstrate track record and capability in delivering Services for Grid Stability in relation to the high-level Scope requirements stated above (capability statement).
• If available, references from at least three customers whom you have offered similar services.
• Safety, Health & Environment information to be requested as part of this exercise.
