Tender Description
The Clean Energy Regulator (the agency) is responsible for accelerating carbon abatement for Australia through the administration of the National Greenhouse and Energy Reporting scheme, the Renewable Energy Target and the Emissions Reduction Fund. The agency has a project workforce of 1,100 staff, including staff who work under flexible working arrangements. The agency envisages that its new premises will have flexible seating allocations. The current lease for the agency expires at the end of May 2022.
Accordingly, this RFEOI is to undertake an assessment of the office leasing market in the Location and select one or more Respondents, to participate in a RFP process who:
- are interested in leasing office accommodation to the Commonwealth in the Location; and
- have properties that can meet the Commonwealth’s specifications for its proposed office accommodation.
The procurement for the office accommodation lease is being conducted as a two-stage procurement, which is currently intended to comprise:
- Stage 1: this RFEOI that may lead to shortlisting for progression to Stage 2; and
- Stage 2: RFP.
It is envisaged that formal offers for the second stage RFP will only be sought from Respondents who submit a response to this RFEOI and have been shortlisted. A Respondent that is invited to participate in any RFP process must offer in the RFP process either:
- the same Property;
- if the Property was one of a number of buildings in a precinct office development, a building in that precinct; or
- if a new build option, an offer to construct premises on the same land as comprised in the Property,
- as is nominated in a Response to this RFEOI.
The RFP (if any) is expected to include details of the agency’s requirements for the fitout of the Property.
The agency will also use this RFEOI to identify and assess the leasing market in the Location and is not bound to proceed to the second stage RFP, and any decision to proceed with a second stage RFP remains subject to the Commonwealth obtaining all appropriate approvals.
Respondents should note that Responses are to be submitted by entities or persons who:
- own the Property;
- have a legal interest in the Property and can grant a lease over it; or
- have the right to acquire the Property and will be able to grant a lease over it that can commence by the specified Commencement Date, asset out in the Accommodation Requirements.
